A Study On Purchasing Community Old-Age Service By Local Governments In Rural China Based On PPP Mode

With the increasingly accelerated urbanization,a growing number of rural labor force become urban migrant workers.As report,about 70% old-aged people live in rural China.Compared with the cities' pension problems,it's much more difficult in rural areas.The land safeguard function is in gradual loss,traditional family endowment function has gradually been weakened,in addition,more and more rural empty-nest elderly come into being.Those all make the reduction of old-aged people's live quality.Traditional family endowment model could barely satisfy their basic needs.To solve rural empty-nest elderly's pension problems effectively has become an urgent and important issue.At present,the superiority of rural community endowment becomes more and more obviously in all pension service mode.As a new mode of providing public service,purchasing community endowment service by government has been examined and applied sufficiently in city community.Undoubtedly,it has own unique advantages.In a word,PPP mode is the cooperation between government and social organization.Its essence is the government purchase service from the social organization.It's one of realization forms of government purchasing service and an important part.PPP mode has been applied in multiple transactions and works well up to now.Based on practical investigation and literature analysis,the writer introduces PPP mode and Principal-agent Theory to build a new model of purchasing community endowment service by rural government in this paper.At the first place,the writer introduces PPP mode,Principal-agent Theory and purchasing community endowmentservice by government.Next,the writer expounds the PPP mode's profound guiding significance and feasibility to purchasing community old-age service by rural government,the analysis of the problems and the deep reasons of current rural endowment.For instance,“almighty government” thought has been rooted deeply;rural governments are short of money;increasing number of rural migrant workers has weakened the traditional family endowment function,etc.At last,the writer makes efforts to explore the appropriate mode that encourages the purchase community old-age service under the rural local governments policy,basing on PPP mode.
