Orphans and disabled children,as a special group,they cannot rely on their own efforts to change their position because of "orphan" and "disable".Paying attention to and looking after this group is the responsibility that society must take.In the past."residential care" is the primary way to raise these children.However with the development of the times and the deepening of reform and opening,"residential care",as the typical representative of the institutional care,faces pressure from many aspects,including economic pressure and advanced concepts.The civil affairs departments from all levels and the people who are engaged in children's welfare have realized some deficiencies of the "residential care",especially not conducive to the social development of children and the formation of sense of attachment.Therefore,in order to fully develop these children's mind and body as their original purpose,workers are actively exploring new models of parenting services for orphans and disabled children.This article,from the perspectives of psychology,sociology and social welfare,pays attention to the parenting service for orphans and disabled children,which must meet the needs of their attachment and social development and promotes the physical and mental growth of them.By giving Social(Children)Welfare Institute of T City(SWIT)as an example,we can get a better understanding of the current situation and achievements of family-based care for the orphans and disabled children.The writer has obtained first-hand information through interviews and field surveys and found that orphans and disabled children living in simulated families performed better than those in the institutional care.It proves that this service mode of family-based care is very beneficial to the physical and mental health and social development of orphans and disabled children.We should continue to actively promote the development of family-based care so that more orphans and disabled children can return to families more and get more proper care.After returning to family,with the care and concern of the loving parents,the orphans and disabled children make great progress in body function,mental state,social adaptability and other aspects.The needs of children have also been met to a greater extent.Of course,there are some problems in family-based care,such as the imperfect laws and regulations,the shortage of funds and professionals,and the imperfection ofthe model itself.To solve these problems,the article puts forward specific countermeasures and suggestions at the government level,social level and social welfare level,which will provide some reference for perfecting the family-based care for orphans and disabled children.
