Problem Research On The Construction Of New Rural Community Management Organization Of Longwan District

China is the country which is in the process of transition in the dual economic structure,which e exists the state of the urban-rural dual structure of social power.There is a big gap between the urban and rural economic development,social management,social services.The construction of rural communities is a major institutional innovation adopted by the Party and the State in order to speed up the rapid development of rural social economy.Community system is the third major change in the management system of rural grassroots organizations after the village team system and village group system,has far-reaching significance and broad prospects.This paper first analyzes the construction of rural communities at home and abroad,and thencombined with the actual situation of the rural social and economic development and the new community construction of Longwan,Wenzhou,finally discusses the problems and countermeasures in the construction of new management organization in Longwan rural areas.The innovation of Longwan’s new rural community management system is through the rural community governance system of revolutionary reform,grass-roots organizational structure is the structure of “street-community” form,the establishment of the Party organizations directly elected by the community Party members or the masses of grassroots self-government institutions directly elected by the community members,is the ultimate goal of community development,and gradually weaken the village committee,ultimately promote the demise of the village committee organization in the community building,the grass-roots unit to the community level.Longwan rural new community governance system construction is mainly through the process of community-based Party building mechanism,the community village Party(general)branch to optimize the community leadership system,through the community management committee to the community council,the neighborhood change,to achieve rural community autonomy.In Longwan,through the construction of community service center,the government public service is extended to the rural society,with social security,civil affairs,judicial mediation,family planning and health,floating population management,comprehensive management and security as the main content.The other is to strengthen the construction of community organizations to encourage government affairs to undertake the work of community social organizations development.However,the new community in rural areas is under the background of the current dual-track operation of the community,There are still a series of problems,community administration tendency in transition is serious;community function and function positioning is not clear;the power relations of community organizations are not straightforward;rural community social organization is not fully developed;team security mechanism is not perfect etc.,making “village difficult integration”,run sluggish,also can not effectively reflect its superiority.Based on the existing problems and the present situation,this paper puts forward a series of solutions and suggestions,to establish the nature and function of the new rural communities,to rationalize the horizontal management system of rural communities,to rationalize the vertical management system of rural communities,to strengthen the training of community social organizations,as well as to strengthen the construction of rural community cadres etc.Through different ways and measures to improve the rural new community management system of Longwan,So that the rural new community construction of Longwan can be in an all-round way,and truly achieve the urban and rural development,harmonious development and common progress.
