The Research On Law Enforcement Of Desertification Control In Shapotou,Ningxia

General Secretary Xi Jinping proposed,“The prevention and control of desertification is a great cause concerning the sustainable development of mankind.”Land desertification has been a serious ecological and environmental problem in China for a long time.,the prevention and control work is urgent.In recent years,the Chinese government has established a legal and policy system based on the “Law of the People's Republic of China on Desert Prevention and Transformation”,which has achieved great progress in the combating of land desertification.However,due to China's vast territory and great regional varieties,the control of land desertification in some areas is still a grim and arduous task.As the research area,Shapotou of Ningxia Hui Autonomous Region is located at the edge of Tengger desert,where the desertification of land is a serious issue.It is one of the key areas in the prevention of land desertification in China.Analyze the actual foundation of the law enforcement of Shapotou land desertification prevention from environmental factors and legal factors.The author finds that there are still many problems in the law enforcement of desertification control in Shapotou via a full field investigation.Here are the main takeaways: the rights and responsibilities of law enforcement subjects are not clearly specified,the power of law enforcement team is weak,the ideology of the enforcement still needs to be improved,and there is a lack of social governance on the prevention and enforcement.These problems hinder the further effective implementation of the law enforcement in the desertification prevention and control in Shapotou.To solve the problems in the desertification prevention and control of law enforcement in Shapotou,the author suggests to learn from the practices and experiences in the law enforcement of desertification control in the United States,Australia and Israel and apply it in accordance with local conditions.Specifically,the existing problems can be solved by further clarifying the rights and responsibilities of law enforcement subjects,enhancing the infrastructure construction of law enforcement teams,improving theideology of law enforcement in time,and strengthening the social governance on the law enforcement.Based on the above research,this paper tries to ensure the achievements and further contain the land desertification in Shapotou.
