| The relationship between electoral democracy and deliberative democracy is the focus of the development of democratic politics in China,and also the key to the future of China’s democratic political construction.In the field of this problem,the attitude of local Party and government officials for relations of the two forms of democracy have not yet been concerned.Local Party and government officials are the main executors of the central policies,they are also important managers who are facing the managed and service objects,and the core force of social governance in China.Their awareness of status and relationship of the two forms of democracy will undoubtedly affect the implementation and execution of central policies at local and grassroots,and then affect the overall progress of China’s democratic political construction at the local level.Therefore,it is necessary to pay attention to this problem.This paper mainly focuses on the cognition of local Party and government officials about the two forms of democracy’ relationship and the main factors that lead to differences of democratic cognition.In order to get the conclusion,this paper uses literature research method and quantitative research method with original survey data to carry out the research.In the course of the study,this paper designs analysis framework according to the original literature research and puts forward research hypothesis as follows,hypothesis 1:local Party and government officials that regard the essence of democracy for the election are more inclined to think that electoral democracy is more important;hypothesis 2:local government officials that make higher performance evaluation of deliberative practice are more inclined to believe that deliberative democracy is more important;hypothesis 3:local government officials that are more satisfied with the deliberative practice are more inclined to believe that deliberative democracy is more important;Hypothesis 4:local government officials that have a higher degree of acceptance of authority are inclined to believe that deliberative democracy and electoral democracy are in the same important position in China’s democratic political construction.Then,through descriptive statistical analysis and correlation test,this paper discussed the cognition of the status and relationship of the two democratic forms of local government officials and the hypothesis 1,hypothesis 2 and hypothesis 3 is verified.At last,this paper found that the gender of the local Party and government officials will also cause some democratic cognitive difference.According to the above analysis,this paper draws the following conclusions,local Party and government officials generally agreed on both the electoral democracy and deliberative democracy are the important forms of democracy,but there is difference in which is more important between electoral democracy and deliberative democracy.Both the two democracy forms are in the same important position become the mainstream in the official’ attitude;local government officials that regard "election" as the essence of"democracy" are inclined to believe that the electoral democracy is more important;local government officials that make higher performance evaluation deliberative practice and local government officials that are more satisfied with the deliberative practice are more inclined to believe that deliberative democracy is more important;female local Party officials are inclined to believe that deliberative democracy and electoral democracy are in the same important position in China’s democratic political construction.Finally,with the above conclusions,this paper puts forward some practical strategies for the construction of democratic politics as follows,establish the Chinese characteristic value of democracy;improve the method of democratic concept education;improve the democratic system and standardized operation mechanism;focus on the development of the female officials’ democratic potentials;develop a unified democratic route. |
