The rapid development of computer technology and internet has brought the human society into an era of information,and provided a new means of office automation for the government,so as to allow more and more Party and government organs as well as enterprises and institutions to widely use and depend on information.Local government websites in China have already shifted from a simple channel to publicize government information into a three-in-one multi-functional platform for making government affairs public,the online office,and public participation.With an in-depth e-government,the public participation has been taken as a new way to improve the government management and citizens' satisfaction.The development of a public participating system and the promotion of public participation must all be based on a public participation data collection.This paper,with the government center for complaints and consultation as a subject,designs and develops a system for the collection,analysis and solution of public needs,and for the solution to problems such as the quality and security of public participation as well.This research will be of great importance in developing Shenyang's public participating system.This paper conducts a requirement study and analysis on data collection workflows of Shenyang's public participation,comes up with a general and detailed design for the system,and establishes an interactive public participating system bringing different functions of submission,allocation,and processing into one.The system will work by using a MVC framework for J2EE to achieve an object technological analysis and design.
