The sub-district office is the most basic unit of government institution in our political systems. The job attitudes and performances of civil servants of sub-district offices directly influence the execution of government objective. Compared with the central and provincial level of civil servants, the job of civil servants of sub-district offices is lower. The features of the job of civil servants of sub-district offices are less chance, lower salary, lower chance of promotion and poorer working environment. Therefore, it is very important to study the incentive mechanism for the civil servants of sub-district offices. The prior research about the incentive mechanism for the civil servants mainly focuses on the whole civil servants, there is less research about civil servants of sub-district offices. Thus, in order to broach the research about the incentive mechanism for civil servants of our country, the current research examines the incentive mechanism for the civil servants based on the example of Huangdao sub-district office in Qingdao city.The theoretical base of the current study is the incentive theories. The incentive theories mainly include content motivation theories, process incentive theories and the influencing factors of incentive mechanism for civil servants. This article discusses the status of Huangdao sub-district office from external and internal environment. By survey of civil servants of Huangdao sub-district office, this article demonstrates status quo, the problem and the forming reason about the incentive mechanism for the civil servants in sub-district office. Furthermore, this article investigates the redesign of the incentive mechanism for the civil servants in Huangdao sub-district office from five aspects: strengthening job responsibilities of the civil servants in Huangdao sub-district office from the institution; increasing the material and motivation mechanism; strengthening the promotion and the supporting systems of career development; improving the mechanism for selecting the superior and eliminating the inferior; developing scientific performance evaluation systems. Finally, this article presents the tactics of implementing the incentive mechanism for the civil servants in Huangdao sub-district office. The specific tactics includes that defining the duty and job responsibilities, implementing multilevel motivation mechanism and completing promoting and career development. The current study will broach the research of incentive mechanism for the civil servants. In addition, this article will guide the public practice of improving the working enthusiasm of civil servants in sub-district office.
