A Study On The Construction Of Caring Service System For Left-Behind Children In Urad Rear Banner,Inner Mongolia

As a special group,"left-behind children" has been widely into the public's sight,received much attention from the government and the community.At present,solving the problem of left-behind children for the government and community is mainly to solve these children's life,safety,social and other basic problems.In February 4,2016,the State Council issued the "on the strengthening the care and protection of rural left-behind children views".There are also 26 provinces have introduced the implementation views of protecting left-behind children,and 30 provinces have established a leadership coordination mechanism.Inner Mongolia Autonomous Region establishes a comprehensive security mechanism from the perspective of the left behind children care service system construction,rescue protection mechanism and decrease of the left behind children and so on.From the survival,protection,development environment and conditions and other issues of the left-behind children,Inner Mongolia Autonomous Region established a comprehensive protection mechanism.With the characteristics of its own regional characteristics,national characteristics and development needs,the "four-level mode of care" is established by Urad Rear Banner Border Minority Counties.It is a mode by the leading of government,the linkage of the departments,the support of the community and the public participation from the perspective of public governance.It becomes an important measure to solve the current problems of migrant children for government and community.Taking the "Weekly Mom" activities that has influence,cohesion and radiation as an example,this paper has a better understanding of the main problems,the causes and the harm of the left-behind children in Wulatehouqi through the data analysis and the investigation.It emphatically conducted a comprehensive analysis and research on the left behind children care service system construction,putting forward the constrained factors of the government,society,the public and the family and other aspects.Combined with local practical experience,it is suggested to further improve and perfect the left-behind children care service system in the Wulathouqiqi from eight aspects,such as,establishing a sound goverment-led structure,accelerating the pace of system reform,perfecting the employment mechanism of migrant workers who return to hometown to get a job or start a business,vigorously promoting the balanced development of education and establishing a rescue platform.
