Study On Rural Governance In Sichuan Qiang Area Under The New Rural Construction

As an important research topic in the field of public management,rural governance has aroused wide concern in the academic circles as early as 1990s.With the opening of the new rural construction in China,the research and discussion on the rural governance has been a hot issue.Now,with the gradual improvement of industrialization and agricultural tax policy was abolished by the implementation of the country,rural governance has also entered a periond of the healthy development with government support.However,in the face of the complicated and anti-fission situation in the minority areas in the recent years.The problems and constradictions of the rural governance structure rised.Especially in chines social transformation and the implementation of villager autonomy system reform in the rural society,coupled the influence of special geography and ethnic minority areas,culture,customs,religious and other factors,the significance of the way of rural governance in the new rural construction in minorities areas is great.This study focuses on the rural governance of Qiang area under the new rural construction problems.There are two reasons why choose to study in this direction:First,the researcher works in the Qiang inhabited township government organs,she knows the Qiang Minority village customs,historical and cultural and economic development very well.For understanding,it provides a preliminary perceptual knowledge and rational analysis for the formation of the research framework,as well as the conveninence of the research data.The second is that there are a lot of research results on rural governance,but the research on governance in minority areas still need to the be further explored and sorted out.This paper is divided into five chapters.The first chapter puts forward the research background and significance,domestic and international research status,research ideas,methods and innovations.The second one describes the theory of rural governance,connotation and main content.The third chapter mainly elaborates the characteristics of rural governance in Qiang area rural governance status and problems.With Qiang religious forces of willow village governance effects of post-disaster reconstruction and other ways.The fouth one analyzes the background of the new rural construction of Qiang area rural governance status and problems.The fifth chapter puts forward the improvement measures of rural government in Qiang area.Because of the Qiang people is an ancient nation,born with religious ideas and national belief,religious practitioners in villagers have high prestige and power.On the village large public affairs,their decision and that there is a big lead in the villagers.Therefore in Qiang area of rural governance,to make good use of religious forces,make its service in the whole process of governance,promote development of village affairs follow the villagers the realization of public interest.Rural governance area,is affected by religious and social values,has its particularity.Compared with other regions,in the continous development of society and in the integration of democracy,there are generality.This paper puts forward the problems and measures of rural governance,which is helpful to improve the effectiveness of rural governance,and it has a lertouh reference value for the rural governance in Sichuan minority areas.
