With the deepening of the reform of the judicial system,local courts have successively completed the selection of judges,and some courts have completed the second selection of post judges.After the reform,the trial power of local courts has been strengthened,the personnel structure has gradually become reasonable,the president's case handling mechanism has been gradually established,and local courts have successively explored and developed a new judge performance evaluation system to examine the judges.The report of the 19 th National Congress of the Communist Party of China put forward the clear requirements for “deepening the comprehensive reform of the judicial system”.As an important part of the performance appraisal of judges,it has been raised to the level of implementing judicial responsibility system and standardizing the operation of judicial power.Important content of chemical,professional and professional construction.In recent years,the Supreme People's Court has issued a series of guidance documents,and the exploration and practice of the high courts in various places have provided guidelines for the courts at various levels and levels to formulate a performance appraisal system for judges in the reform of the judicial system.After completing the selection of the official officers and the adjustment of the department staff,the People's Court of City A has also appropriately adjusted the performance appraisal plan of the judges,and implemented a separate sequence assessment of the post judges,in order to examine the trial quality,effectiveness and legal literacy of the judges.Based on the general requirements of this system in laws,regulations and relevant guidance documents,this paper absorbs the theoretical research of judges on the performance evaluation system of judges,and combines the effective improvement measures of judges' performance evaluation by other courts since the post system reform.The overall direction of the development of judges' performance appraisal has been made.Combined with the reality of the performance evaluationl of judges in A peoples' court,this paper analyzes the performance appraisal system of judges in A peoples' court,and proposes relatively scientific and perfect measures inthe areas where they are still not perfect,and promotes the construction of a perfect appraisal system for judges by the A peoples' court.Judicial ability and legal literacy are scientifically evaluated,which provides assistance for the professionalization and professionalization of the city's court judges and adapts to the needs of judicial reform.This paper is divided into four parts: The first part discusses the related concepts of judge performance appraisal and explores the application of China's judge performance appraisal system in each representative province and city;the second part is based on the basis of A peoples' court performance evaluation.The content introduces the status quo of the performance evaluation system of the judges in this court.The third part analyzes the problems of the performance evaluation system of the judges of A peoples' court.The location of the performance appraisal from A peoples' court is not accurate,the administrative body of the appraisal and the lack of responsibility,fine The assessment of the design focus of the assessment,the unclear assessment procedures,the unscientific design of the indicators,the contradiction between the quality of the department and the performance of the judges,and the underutilization of the assessment results comprehensively analyzed the shortcomings of the current assessment system in the A peoples' court;On the basis of absorbing the effective experience of performance appraisal by other court judges at home and abroad,based on the experience of judges' performance appraisal in A peoples' court,suggestions for improvement of the system are proposed.From the functional orientation of clear performance appraisal,the introduction of other subjects to participate in the appraisal,and the clear appraisal The responsibility of the committee to adjust,focus on the refined assessment,clear the assessment process,give instructions The addition of a reasonable range of values,with the judge to clarify the boundaries of sectoral indicators index,enhanced application assessment results to improve the performance appraisal system of judges.The process of formulating,implementing and applying the performance evaluation system is more scientific and reasonable.
