Study On The Influencing Factors And Employment Status Of The Disabled In Jilin Province

The disabled is the vulnerable groups in society,it is very important help the disabled realize the employment.The disabled has many problems that include The rate of disabled employment is far lower than the rate of national employment as a whole,the average income of the disabled far below the average income of the national,Some disabled people living on or at the poverty line.Estimated 2.15 percentage of the population are the disabled and the number of the disabled is a total of 591440 in Jilin province in 2015.46.21 percent average family income of the urban disabled below minimal assurance standard and 41.90 percent average family income of the rural disabled below national poverty lines.The situation of disabled employm-ent not only directly decides the income level,quality of life,but also plays an important role that help the disabled to integrate in society.According the specific survey about the national basic services and demands for the disabled in 2015,it analysis the condition of the employment of the disabled in Jilin province.There are 154792 the disabled that have realized employment and the employment rate is 68.48 percent in Jilin province in 2015.The regress results from logistic models indicate gender,marital status,the current master of employment skills,family annual per capita income,family population conditions,the subsidies and social assistance in the past year are significant influencing the probability of people with employed.Levels of education have different influences on the urban disabled and the rural disabled with employed.High school background or above had no significant effect on rural employment for the disabled.There are many problems for the employment of the disabled in Jilin province at present.For example,human capital limit career choices,poor work stability,the low level of wages,heavily relying on the disabled employment policy and government intervention is not enough for the disabled employment.On the basis of the advanced experience in foreign developed countries and the domestic developed areas.We put forward some suggestions that are used to promote the rate of the disabled employment in Jilin Province.It should establish and perfect the disabled employment laws and regulations system,improve the level of education for the disabled and enhance the government's intervention on employment for the disabled in Jilin province.Moreover,in order to create a more friendly environment for employment of the disabled.We should increase the rehabilitation medical services for the disabled and tight up the construction of barrier-free facilities for the environment in society.
