Study On Constructing Chinese Sea Discourse Power On The South China Sea Issue

The effective resolution of South China Sea issue is a historic task faced by China,which relates to the realization of goals of national sea strategy,the practice of the 21st Century Maritime Silk Road Initiative and the construction of national opening up strategy in the new era.South China Sea issue has recently become more and more complicated and traditional strategies have been unable to solve the disputes.The South China Sea Arbitration happened in 2016 manifested the increasingly intense rivalry over discourse power on the South China Sea issue among different nations.Constructing Chinese sea discourse power in South China Sea area is not only a desirable strategy for effectively resolving South China Sea issue,but also a necessary strategy for improving China's structural status in the South China Sea,thus extending legitimate ways of protecting China's rights within this area.The leading comprehensive power of China in the South China Sea area is the basis for constructing sea discourse power in this area.Nowadays,China has made great achievements in building maritime economy,maritime technology and maritime forces.Besides,with its long-cherished sea culture and rich public opinion resources,China has strengthened the maritime rulemaking capability.However,by analyzing the current Chinese sea discourse in South China Sea area,one can find that there still exist mainly three shortcomings.First,the United States plays the predominant role in discourse and China is rather passive in reaction.Second,Chinese discourse subject,which is mainly represented by its government departments and official media,is not diverse enough and Chinese position in the South China Sea is not quite clear,which cannot deliver its development concepts.Third,the discourse communication means are limited,resulting in the lack of comprehensiveness of coverage.Confronting all these problems,China has to adhere to the principle of sovereignty and infuse its mutual development concepts like Chinese Dream into its sea discourse,so as to create and promote the development of South China Sea as South China Sea Dream to construct its sea discourse power in the South China Sea.In addition,China is supposed to shoulder the responsibility of regional development and display its manner of a great nation,thus improving its national image.Meanwhile,China needs to brace itself for the long competition between America and powerful nations in South China Sea area and put forward its propositions for building mechanisms in South China Sea area,in order to facilitate the multi-level and multi-field maritime cooperative development in South China Sea area.Specifically,China needs to stick to the idea of win-win cooperation and maximize the benefits of all sides,enlarge its discourse communication coverage in South China Sea area,strengthen its talents and think tank development,construct diversified discourse platforms and build an advanced maritime force.
