| The meaning of the so-called peace and prosperity is that the country flourishes and people live in peace.The prosperity of country benefits from economic prosperity,at the same time,people’s happy and peaceful life benefits from adequate supply of public service.With the reform and development of the society,government deepens administration system reformation gradually,transforms government functions,broadens public service’s areas and advances the level of equalization of the public service.Nowadays,as the extension of government functions,archives,which is one of public service subjects,pursues social public interest and undertakes social obligations of archival information.With the principles of fairness and objectives and the open and abundant archival information resource,archives is an ideal place for people acquiring,utilizing and sharing information.Under the wave of administration system reformation,archives reflects on itself and seeks for new opportunities continually,hoping for creating advantageous conditions and guaranteeing citizens’ utilization right.The general preferential service must drive archives achieving its new great-leap-forward development.Archives has made great progress in reform and development.In the past,archives left a mysterious and strange impression on people.Majority people thought archives is rigid and serve.But now,archives is open to everyone.Anybody can get a warm and pro-people feeling in the archives.Ordinary people has set up closer connection with archives.Implementation of Regulations on the disclosure of Government Information made opening government information more institutionalized and normalized.As a result,public service was also put in the sun and became more transparent and expand archives’ social public service area.With the purpose of making everyone enjoy archival information resource,the general preferential service of archives aims at protecting citizens’ rights of utilizing archives and acquiring information legally,in order to ensure archives utilization more free and opener in wide range.To achieve the general preferential service of archives information is an inevitable choice for building social archives service system,widening archives service channels and facilitating the development of archives.Therefore,this paper focuses on general preferential service of archives,which is mainly consisted of six parts:The first part is introduction.This part mainly introduces background,origin,meaning and purpose of this paper.This part also reviews overseas and domestic research status,summarizes the main content of this paper,introduces some useful research methods,straightens my idea and generalizes whole paper ’s innovation points.The second part is a summary of general preferential service of archives.At first,this part makes some explanations on general preferential principle,in order to letthis concept become more clearer by people.Based on seeking for many cases and experience,this paper gives an exact definition of general preferential service of archives.Secondly,this paper,on one hand,uses some theories of historical materialism,archival science,public administration science to demonstrate general preferential service of archives.On the other hand,this paper debates fundamentals of laws and national polices of general preferential service of archives.That means that general preferential service of archives has solid foundation.Finally,this part thinks general preferential service of archives makes sense of shaping image,protecting citizens legal rights and promoting the construction of socialism harmonious society.The third part is a description of current situation of general preferential service of archives.A series of policies and laws give a direction to general preferential service of archives.National and local archives grasp this opportunity to improve the service.As a consequence,archives utilization ratio and citizens satisfaction have been increased.The fourth part is to introduce some problems of general preferential service of archives and analyze the reasons.At present,these problems contain law,archives resource,process of archives utilization,low level of service and so on.The fifth part is some useful measurements of improving general preferential service of archives.As an important role in this paper,this part puts forward measurements to solve the problems in the fourth part,including establishing perfect law system,flourishing archives resource,simplifying utilization procedures and advancing citizens archives consciousness.The last part is epilogue,namely a conclusion to the whole paper.It will go a long way toward achieving general preferential service of archives.Only can we do our best,general preferential service of archive must become better and better. |
