Research On The Construction Of China's Rule Of Law Construction Index System And Assessment Criterion

The rule of law assessment of data quantization technology in the field of rule of law assessment,is a major methodological innovation in the field of social governance.The Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China proposed to establish a scientific index system of legal construction.It is the first time that the rule of law construction assessment has occurred in the highest central document.Although the rule of law construction assessment in several areas of the country has been carried out a different practice,but both from the design of the target program or the implementation of the region,there are different levels of defects.The rule of law assessment in China,we should understand the "rule of law in China" in the first step.Then according to the requirements of the rule of law in China,We need to develop a comprehensive implementation of rule of law construction assessment system.The key point of the rule of law China construction assessment is how to set the index of quantifiable assessment.We use statistical techniques to derive scientific quantitative conclusions to promote the development of the rule of law by the method of assessment.The rule of law China's construction assessment will eventually become a powerful booster for the rule of law in China.Based on the characteristics of the development of China's rule of law and the status quo of the development of the rule of law in China,this paper explores the establishment of a comprehensive,systematic,scientific and enforceable rule of law system and assessment standards in China,starting from the connotation of China's rule of law,the practical significance of China 's assessment and the basic orientation to be adhered;The second part discusses the general characteristics and types of the rule of law indicators,and design a complete rule of law China's construction index system,design the rule of law in China's construction of the eight dimensions,three levels of indicators,layers of progressive;The second part discusses the general characteristics and types of the rule of law indicators,to a complete rule of law China's construction index system design,design the rule of law in China's construction of the eight dimensions,three levels of indicators,layers of progressive.The third part is the design of the scientific quantification method of the index system,including the standardization process of the original data,the method of weight assignment and the selection of the calculation rules of the index system.The description of this section is based on some of region rule of law assessment design and implementation to learn from the experiences and problems we should pay attention.The last part closely focus on the assessment,including the design and of assessment criteria and Implementation procedures,to clear the function rule of law construction evaluation in China.
