Research On The Implementation Of Precise Poverty Alleviation Policy In Yuexi County

This paper takes the process theory of Yuexi County as the research object,and uses the process theory model proposed by Smith as the main theoretical basis.The process theory model includes the idealization policy,the implementing agency,the target group and the ideal environment as the analysis frame.Yuexi County,the actual case of precision poverty alleviation policy implementation of the status quo.Through the analysis and research,this paper argues that the precision poverty alleviation policy has achieved good poverty alleviation effect in the process of implementation,has helped the poor people to complete the poverty alleviation,the production and living conditions have been effectively improved;the industrial structure is further optimized;the overall quality of life has been improved,There are still some problems in the implementation of precision poverty alleviation policies,and there are imperfections of poverty alleviation policies themselves.The implementation of the main body of the implementation of the policy needs to be improved,the policy enforcement agencies between the powers and responsibilities is not clear;the target group is not strong cultural level,participation in poverty alleviation policy is not deep and lack of awareness of poverty alleviation policy;policy implementers and policy object communication,leading to the inability to grasp the specific situation and the actual needs of poverty alleviation policy implementation of the supervision mechanism is not in place,policy advocacy is not comprehensive may not understand the poverty alleviation policy,resulting in policy implementation environment is not ideal.To solve these problems and improve the effectiveness of policy implementation,we need to use the four elements of the Smith process model to explore the solution to these problems.Specifically,from the policy-making,to develop a scientific and rational policy of poverty alleviation,to strengthen the pro-poor policy development of the early argument,from the source to improve the efficiency of implementation;improve the implementation of government agencies,the rational allocation of human resources,making clear responsibilities;The level of cultural quality of the target group and the degree of participation;to strengthen the relevant departments and target groups of interaction and communication;continue to implement precision poverty alleviation,improve the quality of the poor;the same time,increase government propaganda and poverty alleviation policy;strengthen the implementation of supervision mechanisms;create a good Policy execution environment.
