Research On The Mechanism Innovation Of Urban Community Governance

With the quickening and deepening of reform and opening up,Chinese social structure has undergone dramatic changes,various social contradictions and social conflicts ensued,and impact on our life is becoming more and more obvious,which is reflected in the city of our country in the development of very serious.The party in the third Plenary Session of the 18 th CPC Central Committee to determine the overall goal of deepening reform,clearly put forward to promote the national governance system and governance capacity modernization requirements.The eighteen major social management has identified the following five basic principles: "Party leadership,government responsibility,social coordination,public participation,legal protection".This will be the community governance as a starting point of analysis,the five principles as a guide,through the comparison of domestic and foreign research and exploration of theory and practice,the focus of Shenzhen Pingshan New District in the community governance exploration experience as analysis object,explore and summarize a set of suitable for the city community governance path.The main body of this article will be explained in detail through the six part.The first part is the introduction,will focus on the research background,research purpose and significance,research review,research methods and innovation and inadequacies of this study.The second part is the definition of the core concepts related to this study and the relevant theoretical analysis,the introduction and analysis of China's social governance,community governance policy,for the following exposition and interpretation to provide some support.The third part is the analysis of foreign community governance,focusing on the experience and practice of the United States,Japan,Singapore and Germany in community governance.The fourth part is the analysis of the experience and practice of community governance in recent years,and the comparative analysis of Hangzhou,Wuhan,Chengdu,Nanjing and other aspects of community governance in the path of exploration and experience.The fifth part is the introduction and analysis of Shenzhen Pingshan community governance experience and effectiveness,and it is the core of this paper.Is a community wide participation in the diversification of service supply subject,two residents demand oriented community service for global coverage,three power is a high quality of service support professionals,four is to ensure security mechanism construction of service system of scientific,five is the community governance work.The sixth part is the Pingshan community governance mechanism innovation and contribution,first,a scientific planning of community governance and service,second,the community governance and service the development of social forces,third,to support the residents needs of individual professional ability,fourth the innovation of the system of project operation.
