Community Police Information Management System

With the domestic market economy quickly increasing, there are high turnover flow of person between the suburbs and cities, Crime increased significantly cross areas, and it brought a series of complex problems for cities' social security and management. The traditional management mode of community policing is difficult to collect information,share the resources, and assist in handle the policing cases, it has been unable to meet the current security management requirements. Therefore, in accordance with the unified deployment of the government, combined with the actual situation of the community, based on the theory of community policing, the construction of functional and reliable community policing information integrated management system has become a top priority.In this paper, according to the characteristics of Community Policing Information Management, using the theory and method of software engineering, a “comprehensive information management system of community police affairs” is developed. First,according to our requirement analysis based on comprehensive management of community policing information system, we identified six core functionalities, include:Population management, Unit Management, Housing Management, Jurisdiction Management, Residential Area Management, Security Guard. These elements constructed the functions demand of community police affairs information integrated management system. Then the system is designed according to the requirements,including software architecture design and interface design; finally, community policing comprehensive information management system is programmed, and the core function for each module is achieved by coding to achieve the actual effect analysis. According to final testing based on the system, result is that this system is matched with all primary requirement, include all functionalities in the requirements, and system can be stable running.In reality using of this system, it successfully promoted the community policing informatization work, implementation of community policing work flow by informatization, information technology and business processes, and management process information, make these “three flows of information fusion”, meanwhile, fully control the basic information management and emergency dispatch in the community management. This system is the realization of intelligent community policing management systematic solution, it can effectively serve the community daily policing management operations.
