| With the development of industrialization and urbanization in our country,the urbanization rate continuously has improved.Urbanization rate has reached 56% in 2015.But it can not be ignored that there are nearly half of the rural population in our country,agriculture issues is a major problem of rural economic development in our country,low income of farmers is the core of the problem,a reasonable and orderly transfer of rural labor guided to the second and third industry employment can help to improve their income,which can effectively solve agriculture issues.Much starker choices-and graver consequences-in planning in our country used various measures to promote agricultural modernization and new-type urbanization,and it put forward the important measures to quicken urbanization of the rural labor transfer,which will largely promote the rural labor transfer.However,there are lots of problems on rural labor transfer employment.With the rapid development of economy,the industrial structure in our country has evolved to the fundamentals.The second industry,especially the third industry will play an increasingly important role in the process of economic development.But these problems such as low content of technology,insufficient innovation ability,extensive development pattern,serious industry homogeneity phenomenon should not be ignored in the development process of industrial structure in our country.From the new normal being put forward by Xi Jinping general secretary for the first time to much starker choices-and graver consequences-in planning,transformation of the mode of economic development and optimization of industrial structure are the focus of economy.This paper,based on the mutual relationship between industrial structure and rural labor transfer,according to the calculation method of He Jianxin,concretely measured population of rural labor transfer in our country,which included 30 provinces,municipalities and autonomous regions.On the basis of analyzing the status quo of industrial structure transformation and rural labor transfer,using data envelopment analysis(DEA)method,taking 30 provinces,municipalities and autonomous regions as research objects,with urbanization rate,the degree of industry growth and employment structure deviation degree as input variables,the rural labor transfer personnel accounted for the proportion of employment as the output variable,this paper estimated absorption efficiency of the industrial restructuring on the rural labor transfer in our country from 2005 to 2014.Study found that: 1)on account of the serious homogeneity of regional industry in China,pure technical efficiency of the industrial restructuring absorbing the rural labor transfer was generally inflated.2)under the influence of factors such as household registration system,capital and technology instead of labor,comprehensive efficiency of the industrial restructuring absorbing the rural labor transfer in the eastern region was not high.3)in the western region,the industrial structure level was low,process of urbanization was slow,the resource advantage had not been well used,the comprehensive efficiency of the industrial restructuring absorbing the rural labor transfer was low.Combined with the above results and analysis for the following two conclusions: 1)the optimization and upgrading of industrial structure can help to improve pure technical efficiency of absorbing rural labor transfer.2)the comprehensive efficiency of labor-intensive industries absorbing rural labor transfer is higher.Through the above analysis,under the condition of different areas in our country,this paper is aimed to put forward corresponding countermeasures and suggestions about promoting the transformation and upgrading of industrial structure and leading to the transformation of the rural labor force transfer smoothly and improve the absorption efficiency of the industrial restructuring on the rural labor transfer to solve the employment problem. |
