In this paper,I use the upgrading of the industrial structure as the research angle of view,the transfer of rural labor in Jiangsu Province as the research object,the industrial structure and rural labor transfer based on the related data from1990 to 2015 in Jiangsu Province,through the establishment of econometric model,making a quantitative analysis on the impact of efforts on the status quo and trend of the employment of rural labor in Jiangsu province and the three industrial development to the rural labor force shift employment,aiming to explore the transfer between the upgrading of industrial structure and the rural labor force in Jiangsu province so as to promote the relationship between rural labor transfer and structure optimization and puts forward specific policy recommendations.First of all,based on the analysis of the domestic and foreign research results and the basic theory on the industrial structure of Jiangsu Province,the upgrade process was analyzed and found that since 1978,the output value of Jiangsu province has continued to decline in two or three the proportion continues to rise,and in 2015 the industrial structure of Jiangsu province for the first time to realize the "two > three > one " to the ideal of "three > two > one" model of change;secondly,I analyzed the difference between the current situation and area of rural labor transfer in Jiangsu Province,found that the scale of rural labor force in Jiangsu province is still expanding,but the increment and growth rate inflection point has occurred in 2003,in recent years,the transfer of rural labor force growth trend slowed.The rural labor transfer in Jiangsu province regional differences,Jiangsu transfer is relatively low,about 60%,still need to further promote the transfer of rural labor transfer,a higher proportion of South of Jiangsu area more than 80%,need to focus on the internal structure of labor transfer;finally,through the analysis of the industrial structure from three industrial structure and employment structure equilibrium sex and employment elasticity index,and the establishment of econometric models,the research development of three industries to the transfer of rural labor employment impact,the results show that the first industry structure and employment structure has serious negative deviation,which indicates that the first industry with low productivity,serious excess labor,the positive deviation of industrial structure and employment structure two or three weaker,the two or three industry to absorb the labor force ability is abate,the measuring results show that industrial The rural labor force and the construction industry,the third industry in the traditional proportion of service industry in Jiangsu province and the transfer ratio has a significantly positive correlation between the proportion of agricultural output,rural labor transfer in Jiangsu province and the ratio showed a significant negative correlation,indicating that the upgrading of the industrial structure contributes to the employment of rural labor transfer.In addition to the industrial factors,the control variables in per capita GDP,population mobility,the upgrading of the industrial structure showed a significant positive correlation between the degree of rural labor transfer in Jiangsu province and the proportion of income gap between urban and rural areas;rural labor,urban and rural residents consumption expenditure ratio in Jiangsu Province and the transfer ratio showed a significant negative correlation.Finally,based on the conclusions of this study and the characteristics of the development of Jiangsu Province,this paper puts forward some countermeasures to promote the transfer of rural labor force and optimize the transfer structure.
