The Study Of The Xinjiang Corps Farms' Multiple Governance Subjects Under The Rule Of Law Perspective

Improving Xinjiang corps farms social governance capability,is an indispensable component of modernizing corps of social governance.Any development of things always depends on it's time background,and constantly update and perfect along with the development of the times.At present,the work of social governance structure has been initially formed,but there are some problems to translate this kind of management concept into corps even round field at the grass-roots level.Therefore,it is important and significant to deal with these problems to realize the rule of law on the solution of the farms,strengthen the farms management innovation,and promote the farms of social development.Based on Shihezi Zong Chang's environment pollution control as an example,on the basis of good governance,the impact of Shihezi Zong Chang's governing subjects in environment pollution control will be analyzed,and the problems will be indicated in the process of realizing multiple governance subjects.In addition,perfect suggestions of the farms of multiple governance subjects under the rule of law will be put forward.This thesis mainly is divided into six parts,the introduction part mainly introduced the paper selected topic background,the selected topic significance,the domestic and foreign research present situation and so on.The first part mainly covers the pluralistic governance subjects such as clearly defined as well as the law of the concept of good governance,the polycentric governance theory system;the second part of empirical analysis on the Shihezi Zong Chang' environmental pollution control of government,community and its inhabitants,its role in social organization;the third part based on the polycentric governance theory and the rule of law,good governance theory analyzes the Shihezi Zong Chang' environmental pollution problems in each main subjects' work;the fourth part in view of the front part of the problem,starting from the perspective of the rule of law put forward the corresponding countermeasures should be improved;the last part is summary of this article.Build multivariate governance pattern under the rule of law is the need of the development of corps round field itself,it needs a mass of township government,community and residents,social organizations to participate in many ways.At the same time,the concept of the rule of law must be introduced in the process of the construction ofthe governance mode,the leading role of township government should be confirmed,the participation of community residents ought to be strengthened,and synergistic effect of social organizations also should be come into play to realize the change of multiple governance under the rule of law in the farm,to inject new vitality for the corps of reclamation.
