Research On NPO Participating In Community Pension Service Problems In Panjin

Since the 21 st century, the rapid growth of aging population has become a worldwide problem. With the development of society, China's aging population has gradually become a major obstacle to its social and economic development.Our traditional pension model is to take care of the elderly at home by its children. However, with the development of society, the younger generation has changed its mind and attitude, which intend to put more energy and time to develop them and cut down the responsibility towards their parents. Therefore, the traditional family support model is unable to meet the needs of the reality of elderly support. Considering that public nursing home is far from enough in number and government cannot support the high cost of it, the community pension service model will become the best choice for our county to realize the sustainable development of elderly support.In China, government is the main behavior body to support community pension service. The community recourse cannot be utilized well, if the entire pension service affairs managed by the government itself. Therefore, to introduce verified behavior bodies to the community by learning from western countries, can meet the needs of different groups of elder people. It is a definite tendency of the development of China's community pension service. Panjin, a city of Liaoning Province, has undergone the same development stage with China. It faces many problems to be settled on the way forward.This thesis tries to analyze the community service with non-profit organizations as the behavior body from 4 aspects. The first part is an introduction and overview, tries to analyze the background and significance of the thesis, presents the research method and technological line and concluded the existing situation of this topic at home and abroad. The second part tries to analyze the current situation of the community pension service with non-profit organizations as the behavior body in Panjin city, and proposes the point that there are existing problems such as policy making lags behind the current, short of financing channels and the inspiriting mechanism. The third part proposes the suggestions of how to improve Panjin's community pension service with non-profit organizations as the behavior body by learning from the experiences from western countries. The thesis ends with the giving concrete suggestions to Panjin's work, such as carrying out preferential policies, expanding financial channels and enhancing the proficiency of the team in non-profit organizations.
