The issue of Global Warming is getting worse and worse, and it has been a serious threat to our environment and human life. The concert of Low-Carbon Economy is brought up to cope with the issue. Low-Carbon Economy is an economy based on low carbon power sources that therefore has a minimal output of greenhouse gas emissions into the environment biosphere. The key to Low-Carbon Economy is to develop low carbon technology, which also called green technology. As the technology leader in the world, United Stated takes technology innovation very serious. It has set up a series of laws and regulations to support and incentivize the technology innovation, which has been developed into a fine system. The low carbon technology, as one kind of technology, fits the incentive law system set for the technology innovation. Apart from that, United State also set up some incentive laws and regulations specifically for the low carbon technology innovation. Therefore, with lots of successful experience in no matter technology innovation or low carbon innovation incentive system, United State is a good example to follow. This article will start with the incentive theory and lead to the conclusion that setting up incentive law system is necessary for the development of the low carbon technology. Then the analysis of the United State's incentive law system in both technology innovation and low carbon technology innovation will come to the second part. Last but not the least, the last part of this article will point out the current situation of China's incentive system of the low carbon technology, and, with the experience of United State, will bring up some suggestion on the incentive system of the low carbon technology development.
