Study On The Prevention Of Group Events And The Optimization Of The Management Structure Of Township-level Governments

At present, the highly-frequent group events have become an important factor against the society stability. So we should not only effectively deal with the group events, but also pay much attention to the case of how to prevent the occurrence of group events. The paper focuses on studying the internal relations between the group events and the management structure of township-level governments from the perspective of management structure of township-level governments, and points out that the plight in the management structure of township-level governments acts as the root of group events. The roles conflicts of the township-level governments, the government transcends its power, interests’ expressions aphasia, ineffective administrative remedy are all the important reasons why the group events happen. Based on the internal relation, so that the permanent mechanism for preventing the happening of group events is to optimize the management structure of township-level governments, and puts forward corresponding suggestions below. For one thing, adjusting the role of township-level governments to cater for the people’s more needs. For the second, restricting and supervising the township governments’ power and decreasing the chances to endanger the people’s interests. For the third, improving the expression mechanism of the interests for people to vent their discontents. For the forth, Perfecting the administrative remedy system, effectively defuse contradictions of upgrade.
