In recent years, some local authorities in our country use the government employee which is already quite mature in abroad to introduce the government specialized talented person. This kind of government servant mechanism innovation quietly impelles the process of the government personnel management reform in our country. But the system of government employee in our country are in the exploration and the implementation stage, there are many barriers in the process of it's fundamental research and the practice. In view of this, basing on the research results , this article comprehensively analyzes the question which exists and possibly exists in the implementation process of government employee system from theory and the realistic background obtains. The author reasonably proposes the solution countermeasure and hopes to have certain practice enlightenment function to the present government employee system, which will fully displays the best human resources superiority of government employee in public department.The article divides into the introduction, the main text and the conclusion . The preface mainly discusses the theory and practical significance of this paper,current situation and research and the structure frames and approach of this report as well as article innovation place; The first part of the main text first discusses how the the employee system come into being which analyzed from two aspects. Next, it explains the definition of the employee system from the connotation and the characteristic aspects and some other related concepts; The second part of the main text discusses the government employees' development of present situation in our country. Author introduces the development of government employees in Jilin, Shenzhen, Jiangsu and some other provinces. Afterwards, it deeply reveals the the questions in the implementation of government employee , for example , the fundamental research not yet penetrated, lacking the corresponding legal laws and regulations, not dealing with the relation of the the civil Servant system , individual self-interest phenomenon of the employee and so on ; The third part of the main text tells how to consummate the government employee system. It bases on overseas and Hong Kong area's experience and proposes the concrete solution countermeasure, such as strengthening the fundamental research about the government employee, strengthening the system construction for the government employee, disposing of the relation with the civil service servant system, and strengthening the government employee individual management; In the end, there is the conclusion which is a summary to the viewpoint in the article, and simultaneously the author think the government employee system should be held methodically. So long as the reform is beneficial to the public, it will be able to gain people's consistent understanding and support.
