By the way of marketing and bargining, the system of government employee solve the problem that the government cannot attract talents because of the Civil Servant system's low salary and rigescent mechanism, it really reflect the idea that the government craves for talents and respects talents. But the system of government employee is a new system in china and its theoretical research is not deepened, many problems are exposed during the process of its practicing, such as the law isn't perfect, the processing isn't intact, the marketing degree isn't deep. Considering this situation, this thesis makes a comprehensive analysis on the system of government employee, put forward my own opinions, and hope it could guidance the practice of the system of government employee.Guiding by Three Represents and Scientific Development View, under the back ground Chinese reform in the public personnel system, this thesis study the system of government employee with the methods as normative analysis, document analysis, experience analysis. And try to analyses the concept of it and all sorts of questions and contradictions that exits during its construction, to find the reason of the questions and the methods to perfect it.The first part defines the basic concepts and the main characteristic of the system of government employee, describes the management principle and the daily management system in detail about the system of government employee, explains the difference and relation between it and the relevant concepts.The second part analyses the present situation of the system of government employee and its main problems.The third part introduces the system of government employee and its enlightenment in the western countries and HongKong, advices how to perfect the system of government employee and the author suggests four measures: strengthening the research of the theory, perfecting the laws, intensifying the...
