By the way of marketing and bargining, the system of government employee solve the problem that the government cannot attract talents because of the Civil Servant system's low salary and rigescent mechanism, it really reflect the idea that the government craves for talents and respects talents. But the system of government employee is a new system in china and its theoretical research is not deepened, many problems are exposed during the process of its practicing, such as the law isn't perfect, the processing isn't intact, the marketing degree isn't deep. Considering this situation, this thesis makes a comprehensive analysis on the system of government employee, put forward my own opinions, and hope it could guidance the practice of the system of government employee.Guiding by Three Represents and Scientific Development View, under the back ground Chinese reform in the public personnel system, this thesis study the system of government employee with the methods as normative analysis, document analysis, experience analysis.
