Research On Government Behavior In The Quanzhou Port Resource Integration

Quanzhou's port history has been developed more than 1500 year,as the Citong Port was the world's largest port.Even through Quanzhou port has achieved certain development in recent years,but compared with other domestic ports,Quanzhou port develops slowly.In order to achieve leap development of Quanzhou port,break through the bottle neck of development,Quanzhou government try to integrate the whole port resource by gathering parts into a whole,replaning and construction to form core competitiveness and promote sustainable and healthy development of Quanzhou Port.However,port resource integration is a complex work.How to effectively integrate,whether the government to participate and how to participate are the main problems in port resource integration.Based on the theory of social governance,resource integration and external effect,this paper comprehensively adopts the research method of reading literature and comparative analysis.On the basis of the in-depth investigation of relevant departments of Quanzhou government and port enterprises and the study of a large amount of domestic and foreign port resources data,this paper analyses in depth the status quo of the development of Quanzhou Port,makes a study of the current status of port resources integration,the government behavior and its defects in the process of port resource integration in Quanzhou,summarizes the experience of port resources integration at home and abroad.According to these above,this paper presents the role of the government should play and the function to be performed in the process of port resources integration and puts forward the government action optimization program to promote the Quanzhou port resources integration work to lay a solid foundation for constructing a modern comprehensive transport hub port in Quanzhou.
