Study On Problems And Countermeasures Of Administrative Accountability Of Major Accidents In China

In recent years,frequent occurrence of major accidents brings huge losses to human's lives and property,in the meantime makes the credibility of the government fall,this is not conducive to social stability and development.As a defender of social liberty and security,Government takes primary responsibility in the major accidents.Although a major accident can not be completely avoided,strengthening the administrative accountability can improve government and its administrative staff's sense of responsibility,reduce the occurrence of major accidents to the maximum extent,therefore perfecting administrative accountability is crucial to improve people's trust in government,to further construction of the responsible government.This paper makes thorough and deep analysis on current administrative accountability of major accidents,expounds its achievements from three aspects: Institutionalization of administrative accountability,Strengthening of accountability and Enhancement of credibility of the Government,and then from four parts clarifies problems in China's administrative accountability of major accident by focusing on analysis of actual case.Based on analysis of the problem in China's administrative accountability of major accident,this paper targeted proposes countermeasures on establishment and improvement of China's administrative accountability of major accident combined with our existing legal system and actual cases.This paper analyzes China's administrative accountability of major accident through literature analysis and case analysis: through literature analysis,collects lots of information to further learn and sort out the context of current situation China's administrative accountability of major accident;through case analysis,combines the typical case of major accidents with administrative accountability,and summarizes some actually existing problems,and then puts forward corresponding feasible countermeasures aiming at these problems.
