Since the reform and opening up,with the rapid development of ShenZhen Special Economic Zone,the government departments of the management task is becoming increasingly arduous,in strict accordance with the household population standards with the number of civil servants has become increasingly difficult to meet the objective needs of rapid economic and social development.In this case,Since2002,the ShenZhen district-level government agencies have begun to employ a large number of "temporary staff",mainly to undertake the auxiliary law enforcement,information collection,receipt of documents and other temporary,auxiliary,transactional work.On the one hand,the system has played a positive role in alleviating the formal establishment of the public sector and assisting the government departments to deal with some economic and social affairs.On the other hand,due to the management is not enough norms and other reasons,there are different degrees of recruiting process is relatively simple,performance appraisal flow in the form of salary structure is not reasonable,reverse the phenomenon of serious,daily management confusion and other issues,which led to a series The so-called "temporary workers problem".In this context,the author selected the ShenZhen district-level government agencies in the "temporary staff phenomenon" is more typical of the X area,and"temporary employment status" into the district government departments for up to six months of internship,in this Period,through in-depth research,the system mastered the X area temporary staff of all aspects of the situation.In view of the practical problems of management efficiency,self-positioning and future development,the author takes the limited government theory and the performance government theory as the support from the perspective of the new public management theory to explore and solve the practical problems And draws lessons from the experience of the American public sector personnel system,and then the author of the construction of the ShenZhen district government agencies "diversifiedpublic sector employment system" for the initial design.Finally,on the basis of this,the author makes a preliminary design on the construction of the "diversified public sector employment system" by the ShenZhen district government authorities.To provide a scientific and viable empirical reference for the further development of the temporary employment system in ShenZhen and the whole country.Finally,the author explores the concrete ideas to solve the problems existing in the development process of the system.At present,under the guidance of the theory of performance government,we should continue to standardize the staff system from the aspects of establishing a competitive employment system,standardizing the performance appraisal and perfecting the compensation system.Under the guidance of the limited government theory,we should establish a legal system,Improve the multi-sector linkage mechanism,to explore the gradual reduction in the number of temporary staff and other aspects of the norms of temporary staff system.So as to provide feasible and useful reference for the further development of the temporary employment system in ShenZhen and the whole country.
