| As the demand of building a service-oriented government from the Party,the transformation of the government is imperative.The government departments should pay more attention to their social service functions while reducing their controlled political functions,and rebuild the government by applying the public management theory.Because it is not only the inexorable law of realistic development,but also the internal needs of the government's own development.The Exit and Entry Department of Public Security is a window department of the government,because it faces the citizens directly.This department bears the brunt of the rebuilding issue.It should make the functional transformation actively,keep improving the window service and produce the service-orientation values.According to the current domestic service research literature,few papers discuss the exit and entry window service.The Exit and Entry Department of Shenzhen Public Security is one of the leading department over the country,it has considerably advanced experiences because of many policies were piloted in Shenzhen.However,as the fast development of Shenzhen,the city's international impact is increased,it attracts much more people come to Shenzhen from the world.Meanwhile,as Shenzhen citizens' living standard keeps improving,the exit requirement from the citizens is explosive increasing.The Exit and Entry Department of Shenzhen Public Security has the great pressure of providing good window service,it faces more and more problems,difficulties and challenges as the increasing of entry and exit people.Therefore,this paper takes The Exit and Entry Department of Shenzhen Public Security as the study case and the window service optimal as the research domain,it has some theoretical significance,guiding significance and practical significance.By using the methodologies of questionnaire and interview,this paper tries to find the problem and shortage of current window service,analysis the current dilemma and the cause reasons.What's more,this paper also tries to find out the feasible and targeted optimization measures,improve the public service quality,increase the government service level,andpromote the public security department's image.The main conclusions of this research included:1.The current existing problem of the Shenzhen public security exit and entry window service can be summarized in three aspects.Firstly,there are some problems of policy implementation.This problem is mainly caused by unclearly authority division,lack of business promotion plan,the unreasonable division of work,and the ill-defined responsibility.The team spirit is also needed to improve.Secondly,the windows service quality is not good enough.The reasons for this problem comprise the shortage of police forces,the difficulty of arousing police's enthusiasm,the low capability and quality of the polices,the deficiency of training system,the unobvious and half way conceptual changing,and neglect the citizens' requirement while carrying out the service.Thirdly,there are some problems of the entry-exit system and equipment.Because the entry-exit management system is antiquated with poor stability,there are flaws in the centralized provision and distribut,the public security work is restricted by confidentiality,and the information technology is not complete used,the coverage of it is limited,while the equipment quality is not good and lack of intelligent.What's more,this business is managed by the central government unified,so the local department has little autonomy for dealing with this situation.2.The optimize suggestions to the Shenzhen public security exit and entry window service comprises: change management system,straighten out the internal power and responsibility,guide service performance;People-oriented,release the internal force,to improve service quality;Tipping "Internet +" thinking,and information technology to promote the service efficiency;Draw lessons from enterprise management,reasonable use of resources,promote the service level. |
