The Research On The Quality Evaluation System Of Public Security Exit-entry Counter Service From The Perspective Of New Public Service

In recent years,as the demand for "going abroad" of the public has become increasingly strong,the public's diversified and personalized demand for public security exit-entry counter service have become increasingly urgent.According to the research,most domestic studies on counter service quality evaluation is included in the performance study of the community level government and civil servants,and there is not much systematic research on the quality evaluation of counter service,and also less optimization on counter service quality evaluation under the guidance of new public service and other related theoretical.In the perspective of new public service,this paper studies the Public Security Exit-entry counter service quality evaluation system systematically,which is not only a useful practice to the application fields of the new public service theory,but also the actively explore in the construction path of service-oriented government with people's satisfaction.Under the guidance of democracy,accountability,and service as basis,and by means of literature,questionnaire,interview survey and so on,this paper takes the exit-entry counter service quality evaluation system of Guilin public security as the research object to study public security exit-entry counter service quality evaluation system systematically.Currently,the problems in the service quality evaluation system of the Guilin Public Security Exit-entryCounter Service can be summarized as the single subject of evaluation,the lack of scientific rationality in the setting of evaluation criterion and index weights,the lack of positive interaction between the evaluation process and public,and the absence of feedback and rewards and punishments in the process.The reasons for the existing problems and optimize dilemma of Guilin public security exit-entry counter service quality evaluation system include the evaluation ideas are limited,the evaluation methods are backward,the service objectives are not set clearly;at the same time,the application of evaluation result is ineffective,and follow-up reviews and reward and punishment mechanisms are lacking.The optimization dilemma includes differences in immigration policy,the specific character of the exit-entry counter service and the differences of service positions.In the light of above-mentioned problems and reasons,the optimization suggestions include:establish basic principles based on the public's satisfaction with the exit-entry counter service quality,with transparency in the evaluation process,and the evaluation method with scientific norm;set up the evaluation concept of the public's exit-entry demands and develop the evaluation index system;make better use of evaluation results and take some necessary support measures.
