After the end of the cold war,Japan based on geopolitical importance of central Asia,as well as huge economic potential,actively develop foreign relations with central Asian countries.mainly using the Japanese foreign ministry official website published about the main content of Japan's central Asia strategy and related data,from the perspective of Japan's ODA part of the central Asia to the whole of Japan's central Asia strategy.Japan's Central Asia strategy has gone through three stages,from 1992 to 2001 is the initial stage,After the disintegration of the Soviet Union and the collapse of the bipolar pattern during the cold war,Japan's economic stagnation,bureaucratic constraints and the lack of understanding of Central Asia,coupled with the Central Asian countries,such as independence.apan's strategy for Central Asia is mainly economic aid,Insufficient attention to Central Asia,this stage of Japan's strategy for Central Asia is walk and see,there is no complete strategy.By 1997,Japan had paid attention to central Asia,Japan's prime minister,Ryutaro Hashimoto,has proposed a "Silk Road diplomacy" strategy,which has increased economic assistance to central Asia,The second stage is from 2001 to 2004,the initial establishment of Japan's Central Asia strategy.Then the 9.11 incident,the Japanese feel the need to establish a mechanism to effectively communicate with Central Asia,the two sides should establish what kind of mechanism specific idea of the exchange,the "Central Asian + Japan" dialogue mechanism,"Central Asia +Japan" is the mechanism established the establishment of Central Asia strategy.The third stage is from 2004 to 2015,Japan's Central Asia strategy steady development,after the first cabinet of Japan from the beginning of the An double,experienced the so-called 6 short-lived cabinet period,due to the ups and downs of Japanese politics,Japan's Central Asia strategy slow development.During this period,Taro Aso put forward the idea of freedom and prosperity,as well as the Eurasian cross channel concept,put the Central Asia into theimportant position of Japan's foreign strategy.Until China's "Silk Road Economic Belt" was proposed,Chinese increased the Central Asia diplomacy efforts,Japan is eager to increase their influence in Central Asia,many years later,Prime Minister Abe visit to Central Asia,seeking economic interests in Central Asia,this paper analyzes the reasons for the development of Japan's Central Asia strategy and the characteristics of its development.The economic,geopolitical and political goals of Japan,such as the reasons for the development of Central Asia strategy.Japan's Central Asia strategy takes the economy as the political status,the development process is influenced by the great powers,and the characteristics of its stage and continuity.
