A Research On Government Behavior Concerning Tourism Development Of Dehua

Since the 1990 s,the development of Chinese tourism is very rapid,and tourism industry has gradually become the new economic growth point,with increasingly marketization and internationalization of tourism,the leading role of government in the whole tourism management is becoming more and more obvious,but with the rapid development of economy,local government encountered some difficulties and problems when they use function to promote the development of tourism industry.Dehua has a very rich tourism resources,recently the local government has proposed tourism as a leading industry to foster,focus from aspects such as organization,planning,policy,and funding to efforts that has achieved gratifying results,but there are still some hidden dangers in the process of development,such as the absence and offside of government management,the lack of tourism facilities,etc.Under the developmental great opportunity and the general background of tourism today,research on functions of local government in promoting development of tourism industry and further defined the functions of local government,it has important practical significance to upgrade the development and industrial structure of tourism industry in Dehua.This paper is based on the theory of New Public Administration and New Public Service to analyze the behavior of local government in tourism management and base on successful experience of Turkey and Miluo Tourism Management to analyze the behavior in the planning,development and construction,management mechanism,marketing mechanism of the Dehua government in the process of Tourism development.Based on the local characteristics of Dehua,cooperate with market to establish comprehensive coordinated development mechanism,explores how the local government fully play to the government's macro-control ability reasonably,actively guide and regulate the behavior of all the main body of the tourism market,analyzes the existing problems in tourism management of local government,then put forward pertinent opinions to promote the development of tourism in Dehua.
