Research Of Quanzhou's Economic Functions In The Transformation And Upgrading Of Foreign Trade Enterprises

Quanzhou is a coastal developed city,and always values the export-oriented economy.And it places heavy reliance on the foreign trade development,so the change of foreign trade has a great influence on the development of Quanzhou's economy.Since China's reform and opening-up,especially in 2002,the private enterprises were allowed to develop the foreign trade business,the foreign trade has gradually become the main pillar of the growth of Quanzhou's export-orientated economy.Vigorously promoting the transformation of the enterprises of foreign trade is an entry point to optimize the economic structure and enhance the transformation of the economic mode,which plays an important role in developing a sustainable,stable and healthy economy of Quanzhou and building a harmony society.This paper takes governmental economic functions on the transformation and upgrading of Quanzhou's foreign trade enterprises as the research object.Based on the present situations,difficulties and challenges during the transformation and upgrading of Quanzhou's foreign trade enterprises,this paper mainly focuses on the present situations of Quanzhou government's economic functions.The paper argues that in the process of leading foreign trade enterprises to transformation and upgrading,Quanzhou government has achieved some results on compiling industry planning,formulating financial subsidy policies and talent policies,improving public service level and strengthening market supervision.However,there are still some problems in Quanzhou government's economic functions,such as imperfect macro policy system,unreasonable resource allocation,inadequate public service supply,and partial absence market supervision.The reasons for these problems are as follows,incomplete transformation of the government functions,without high coordinate between functional divisions,deficient political achievement assessment and lack of evaluation mechanism.On the basis of summarizing and learning experiences from Dongguan of Guangdong Province,Jiaxing of Zhejiang Province,Paris of France and Hongkong's economic functions on promoting transformation and upgrading of foreign trade enterprises,this paper makes suggestions on four aspects in order to improve and perfect Quanzhou government's economic functions.The first is to exert the direction function of the fiscal and taxation policy.The second is to set up a multi-level financing system.The third is to provide diversified public service.The forth is to accelerate a better supervision and administration mode.Hope these suggestions can perfect Quanzhou's governmental economic functions on improving the transformation and upgrading of foreign trade enterprises further and promote the healthy development of Quanzhou's foreign trade enterprises.
