Research On The Construction Of County-level Government Decision-making Consultation In China

As the "brain" of the party and the government,government decision-making consultation plays an important role in decision-making and providing policy advice.Since the reform and opening up,both central and local governments have set up government decision-making consultations to consult problems and developed rapidly.However,due to various reasons,the effects of county government decision-making consultations did not work totally.In our country,the county-level government is in the key position of administrative management system,the level of making decision of the county-level government directly affect the government achievements.Strengthen the county-level government's decision-making consultations will be benefit of the decision-making level and be of great significance to enhance the management skills.At the beginning of the paper,we look back on the history of government decision-making consultations in China and then use stratified sampling method to select 20 samples from the eastern,western,central region and northeast area of the whole country.Searching for information from the government web sites,case data and news reports.Moreover,the statistic regulation based on frequency distribution data processing,we get micro and macro characteristics of the county-level government decision-making consultations,summarizing the positive effect of government decision-making consultations and the problems in government decision-making consultation's structure,staff,function and policy research capacity.Based on an analysis of questionnaires which come from research group,we try to find out the influential factors which have an important effect on county-level government decision-making consultations.Finally,we try to propose four effective and feasible ways to construct the county-level government decision-making consultations:Build good external environment.Promote the official county-level government decision-making consultations.Strengthen the construction of semiofficial government decision-making consultations.Encourage and support the development of folk think-tanks.The purpose of this paper is to provide correct survey data and comprehensive analysis for the present situation investigations and problems of county government decision-making consultations.Provide a new view and empirical research ideas for research operating rules and characteristics of the county-level government decision-making consultations.The main innovation lies in:First of all,using stratified sampling survey,site investigation,literature study,statistics and statistical frequency of the present situation of the government decision-making consultations in 20 counties of China.Second of all,citing data questionnaire research group of the survey part of the county in the central region,the use of descriptive analysis,correlation analysis and cross analysis and other quantitative analysis methods to carry out empirical research,makes up the deficiency of the past research and the status quo based on qualitative research.
