Research On Evaluating The Innovation Ability Of Wuhan Emergency Equipment Enterprises

In recent years, with China's complex public security and frequent emergencies, situations has developed towards the unconventional direction. Emergency Management in China is facing new challenges. With the gradually increasing social security and emergency management consciousness, continuously innovating and improving the mechanism of emergency management, promoting the development of the industry to enhance the emergency response, improving the emergency rescue capability, and enhancing the ability to resist the risk of the whole society have become important parts of achieving “China Dream” during the current social transition period. Since entering the new century, in the face of some catastrophe, China has made remarkable achievements in the emergency management, but every time new disasters reflect different levels of problems, such as non-perfect emergency management mechanism and the emergency legal system, especially in the aspect of the security problems in supplies. The emergency equipment is not complete, the level of science and technology is low, the quality of them poor, and the existing emergency equipment can not meet the needs of rescue. Accelerating the development of emergency response and manufacturing the advanced, safe and reliable emergency products are the core of construction of emergency disposal system of emergency and the basis of emergency management which can be carried out in an orderly manner. For emergency equipment enterprises, it is innovation that drives its development. Therefore, in order to improve the emergency response system and the level of public security, to adjust industrial structure for a new economic growth point, the research of emergency equipment enterprise innovation ability is of great theoretical and practical significance to enhance our core competitiveness of emergency equipment and technology.This paper integrates relevant theoretical knowledge which includes emergency management, emergency industry innovation, and emergency industries. The paper analyzes the current situation and points out the existing problems,it's about the development of Wuhan in emergency and emergency equipment enterprises. By defining the definition and characteristics of emergency equipment enterprises, utilizing the relevant knowledge of emergency management thought and the innovation theory, and combining with the unique environment and the status quo of the development of emergency response in Wuhan city, it constructs a set of evaluation index system of emergency equipment enterprise innovation ability. This paper selects the combination method of AHP and entropy method to determine the weights of evaluation indexes, which avoids the defects of the single method to determine the index weight. It achieves the complementary advantages of both qualitative and quantitative methods. The evaluation is performed by integrating the characteristics of the evaluation of emergency equipment enterprise innovation ability and by using the fuzzy comprehensive evaluation method to evaluate the emergency equipment enterprises in Wuhan. The outcome shows that the innovation ability of the enterprise level is “medium ". In the last part, the paper analyzes the evaluation results and puts forward some countermeasures and suggestions to improve the innovation capacity of enterprises of the Wuhan emergency equipment.In general, in view of the present situation of the development of emergency equipment enterprises in Wuhan, this paper constructs a set of evaluation index system of innovation ability for emergency equipment enterprise and presents the evaluation model of enterprise innovation capability of Wuhan emergency equipment based on AHP/entropy weight method and fuzzy comprehensive method in order to provide a theoretical reference for the Wuhan emergency equipment enterprises to improve their innovation ability.
