As a kind of right relief way, the petiton have been carrying the function of public opinion expression, political participation, power supervision, right relief and so on As one of the important branches of the petition, the petition for education is also related to the maintenance of the whole educational system It is an important guarantee for the education reform and development under the new situation The main reasons for the formation of educational petition are educational unfairness, arbitrary charges, non-standard school management behavior, etc Education petition work is different from other petition work,it has some characteristic as below:the most petitioner are students, parents, and teachersthe way of petition is more moderatethe petition has certain periodIt functions in education administrative supervision, information collection and feedback, right relief Therefore, it is necessary for us to sum up experience constantly through work, to promote the positive development of education petition.Using the X province, Y county as an example for analysis, finding the limitation of the educational petition authorities and their staff, people-oriented alienation, distortion of political pressure and the deficiency of administrative accountability account for the main reason of low-efficiency on solving educational problems, lack of mass participation in petition process, incomplete legal and regulation construction of petition.In order to solve the aforementioned problem in the educational petition, the following specific measures are put out:First of all, the function of educational petition shall be oriented explicitly, by emphasizing the power of administrative service of educational petition, practicing educational rights outreach, solving practical appeal, improving education administrative supervision, advancing the positive development of educational administration and improving efficiency of educational petition problem solving continually.Second, practicing mass participation mode. Improving transparency by taking mass participation into educational petition process. Facilitating different type of petitioners to evaluate satisfaction of how the petition is being processed by going through these 5 channels: text message, hotline, internet, in writing and touch screen. Third, improving the legal construction of educational petition. Enhancing the propaganda of the legislation of educational petition, guiding the mass to petition legally, processing the legal related and complain related petition legally, bringing educational petition into the track of legislation.Fourth, establishing relevant regulation on risk assessment, responsibility investigation and performance evaluation of educational petition scientifically.
