Eradication of poverty, building a moderately prosperous society, to achieve common prosperity is the great goal of the Chinese government. After more than thirty years of development of the cause of poverty alleviation and development, a significant reduction in the degree of poverty, 700 million rural poor out of poverty. But relative poverty problems are still outstanding, focus on contiguous areas with particular difficulties underdeveloped and poverty phenomena often occur, we can say that poverty alleviation situation remains grim. To this end, the Government actively guide and encourage social organizations to enter the field of poverty alleviation by the government and social organizations to play together, eliminating the defects of unitary government poverty alleviation and the market, to jointly promote the development of public services. The government and social organizations cooperation in poverty alleviation is beneficial to fully give play to the role of market mechanism to improve the quality and efficiency of poverty alleviation, but also because of the changes of main body pattern for poverty alleviation has provoked a series of new problems: multivariate main body function distortion, main body behavior alienation for poverty alleviation, cooperation poverty legal characterization unknown, low poverty efficient use of resources, non-institutionalized of dispute resolution, etc., investigating the root causes are cooperation main body system, system of accountability for poverty alleviation, cooperation in poverty alleviation system of performance management system, incentive and constraint, dispute resolution and relief system have defects, seriously affect the fairness and efficiency of poverty alleviation. Therefore this article through the analysis of legal problems related to cooperation in poverty alleviation between the government and the social organizations, and to learn from experience made the basis of cooperation provision of public services on foreign governments and community organizations to improve the system recommends, in order to promote the sustainable development of the cause of poverty alleviation and development in China.Apart from introduction and conclusion, this paper consists of the following four components:Part one. Interpreting the general theory of cooperation between the government and the social organizations in poverty alleviation. Because cooperation subject system is not sound, cooperation accountability system lack for poverty alleviation, cooperation performance is low for poverty alleviation, insufficient incentive constraints, lack of standardization of dispute resolution and relief way, lead to cooperation in poverty alleviation effect is not satisfactory.Part four. Four is to improve the cooperation of finance and tax incentives for poverty alleviation, mobilize the social from all walks of life to actively participate in poverty alleviation, at the same time, strengthen cooperation in poverty alleviation system of information disclosure, supervision and responsibility, to ensure smooth cooperation in poverty alleviation.
