Study On The Problem Of Local Government Buying Public Service Responsibity

The party has made a clear statement,“to increase security and improve people's lives,strengthen and innovative social governance ”.Government purchase as improving the capacity of the government public service management of public service,to revitalize the important means of the social resources,can satisfy the diversification of the social public,refinement and specialization of public service at the same time promote cooperation between the government and social organizations,release the reform dividends.In the interactive relationship with enterprises and social organizations,the problem of the responsibility of each subject is becoming more and more prominent.To study the responsibility of local governments to purchase public services,one is to clarify the responsibilities and authority of each subject,and to better deal with the relationship between government and market and society;The second is to improve the supply of public services and enhance the government's response to the citizens' demand for better living.This article using the new public service theory,the polycentric governance theory and contract theory theory,the system reviewed the related concepts of government purchase public service responsibility,the responsibility content and the basic way,through case analysis,analysis of the current local government purchase of public services,government,enterprises and social organizations in the supply of responsibility,contract responsibility,supervision and responsibility from three aspects,there are different levels of responsibility,the specific performance as follows: the total supply of public service is insufficient;the supply standard is not clear and the quality is low;the government purchase(subsidy)funds are not in place,the policy support for the enterprises and social organizations is lack;the internal supervision of the government's own power is invalid,the supervision of the enterprise and the social organization is missing,and the enterprise,the social organization and the social public.In general,there are problems in the operation of enterprises and social organizations,and the problem of public supervision of government departments.The main reason is the lack of financial and policy support,the lack of operational assessment of enterprises and social organizations;the government bidding procedures are not standardized,the government and the society(enterprises)are not divided;the supervisory functions of the government departments are not clear,and the supervision of the government has not formed a joint force;the government lacks unified basis for the supervision of the enterprises and social organizations;public supervision of the public is the public supervision.The absence of evaluation,the imperfect system of information disclosure in the purchase process,and lack of open competition.Through the afore-mentioned problems and reasons,this paper proposes to strengthen the connection and regulation of the responsibility of government and social organization,and improve the supervision mechanism for the government to purchase public service responsibility;the social organization strengthens its own construction,maintains its own independence and promotes the professional level;the enterprise should strengthen the operation management and cultivate the sense of social responsibility.The responsibility for the implementation of the feasibility path.
