Since comprehensive rural reform officially launched in 2006,it has been 10 years. Domestic academic circles have spent more than 10 years to research and explore comprehensive rural reform and made great academic contribution to the development of reform and practice. However, without a doubt, in the theoretical circle, it is little involved that the comparative study on the local experience of comprehensive reform in rural areas and the development path of rural comprehensive reform in the new period. This research is just based on the background.Looking back on previous rural reforms, without exception, all reforms were based on the "local pilot", went through the evolution of the policy, and finally rose to the overall arrangement in the national system,incorporated into the top-level design. "Local pilot" has become a key mechanism deeply rooted in the evolution of China's policy. At the same time, the popularization of local innovation experience and policy adaptation are also major issues in the academic circles.In recent years, the whole nation have carried on the reform of rural land system which took rural property rights system reform as the main content. It has formed many patterns and accumulated valuable experience on deepening the comprehensive rural reform in the new era. For a long time, our country has formed unequal urban-rural dual land system under the separation administration of city and country. Rural land right is not complete. Under the current system arrangement, land resources with unclear and incomplete property right attribute not only hinder the development of rural economy and society, but also restrict the process of urbanization. Rapid urbanization and industrialization have created a huge population of migrant workers in china. More and more modern farmers go to work in big cities, exacerbating hollowing villages and making a large number of rural land idle and waste. With the rapid expansion of the city, the demand for construction land increase. But at the same time, the red line policies of 180 million mu arable land restrain urban outward development. Farmland legal system has a lagging development. There is no clear legal definition on the concept of rural "collective". The subject of property right perform practically no function, making the village cadres of the "two committees" wantonly captured interests in land acquisition, and misappropriated collective assets. It aggravated the contradiction between cadres and the masses, and weakened the support of farmer groups for the system. Therefore, from the perspective of property rights, to innovate agricultural land system has become the current policy options to deepen the comprehensive reform of rural areas.In this paper, it takes the theory of intergovernmental relations and policy innovation diffusion theory as the research perspective, and put the revolution routine of rural reform after the establishment of new China and policy evolution path into the theoretical framework. From the time dimension, there is contact investigation of the rural reform. On the spatial structure, it's the fact that to use local experience of farmland system reform gradually into the top-level design of the comprehensive rural reform. All above reveal the effect of local experience on the top-level design as well as local adaptation rules of the national policy implementation. Then the paper summarizes the independent variables and external variables that affect the comprehensive reform in rural areas, and explores the possible ways to deepen rural reform in the new period.
