Tyler, the "father of scientific management", put forward and verified through practice the theory that proper incentives could play an enormous role in raising organizational efficiency as early as over 100 years ago. However, at present importance is still not attached to the incentives for civil servants in China and the incentive mechanism remains to be improved, which become a major factor that results in low government administration efficiency.In this thesis, the problems existing in the incentive mechanism for civil servants of Linyi Prision are analyzed by taking Linyi Prison-the special government organ—as the study object and adopting comparative analysis and case study as the approaches. Under the current system of "combining prison with enterprises", prison is on one hand a state apparatus that punishes and transforms criminals and maintains social security; on the other, it has the attributes of enterprises, for it has to organize the labor activity of criminals and carry out production and business operations so as to subsidize the inadequate budget. As a special type of police, the civil servants in the prison system have long been put aside by the society. They shoulder important social responsibilities yet at the same time enjoying low social status, insufficient material incentives and poor working conditions, which lead to the lost enthusiasm and low working efficiency of some of the police officers. If this situation continues, the development of the prison cause would be affected. Approaching from three perspectives—problemsof the national civil service system per se, the irrationality of the prison system and the comparative analysis between prison and enterprises, this thesis makes a thorough analysis of the roots of the problems existing in the incentive mechanism of Linyi Prision and puts forward ideas and plans for constructing a new incentive mechanism, aiming to solve the problems in the management of civil servants of the prison such as "insufficient incentives and weak binding forces", give full play to the creativity and enthusiasm of the police officers working in the prison system, and build a capable, efficient and clean civil servant team for the prison.This thesis proposes an incentive mechanism model for the civil servants of Linyi Prison and gives detailed program planning by comparing the civil service systems of foreign countries and drawing on the incentive mechanism of enterprises; through the comparative study with foreign prisons, the thesis also points out that the problem of agency by mandate in our prison system is the main reason that causes the "enterprise problems" and the ineffective incentive mechanism of prison enterprises, putting forward a prison management system reform plan -"detachment of the prison form enterprises".
