The new public governance reformation means that the public sector should return to the nature of publicity.However,there are great contrast and contradictions between the public nature and the actual operation in the public sector during the actual public administration activities owning to the individual self-interest,lack of publicity in the action,missing individual public value and inadequate of public participation,which we call public paradox.The manifestations of the public paradox include the public policy paradox,corruption,public sector inefficiency,and so on.Therefore,secking the elimination of public paradox has become the focus and difficulty of public administration.The public preference is the process of the individual preferences of the specific public issue aggregating to collective preferences through scientific way and under the examination of public value.The public value contained in the public preference can achieve the elimination of the paradox on the theoretical logic.On this basis,it's necessary to discuss the formation and recognition of public preference,and how to eliminate the Public Paradox,so as to realize the possibility and feasibility of the elimination.The preference includes the features of specific,dynamic,and relative stabilization.In the public sphere,there are also other characters such as the preference reversal phenomenon,preference falsification and the complexity of public environment,which bring the obstacles to the research of public preference.Therefore,the formation of public preference should base on some elements,such as a wide range of individual preferences,the examination of publicity,the rationality of individual and collective,and the sensitivity of preference aggregation,ect.However,the obstacles of the preference aggregation and the unavailability of formation elements,it would alienation to the mass preference.Mass preference does not meet the requirement of publicity.It may cause a new public paradox in another level,which led to the derogation of public value.Therefore,it is necessary to compare and discriminate the public preference and mass preference,in order to prevent the confusion of them in theory and practice.The recognition of public preference is full of challenges.It needs a combination of traditional technology and advanced science and technology to realize it.In the recognition of individual preference,we can use preferences questionnaire,preferences interviews,and neuroscience methods to realize it.In addition,there are integrated technologies which can be applied to the process of preference recognition,including big data technology and the Quality Function Deployment(QFD)technique.Public preference may fully reflect public value,provide material for the public value,and rise to a specific public value,which would make the public preferences with the possibility to eliminate Public Paradox.This possibility should be realized by the feasibility of public preference.Before the feasibility,the appropriate compensation mechanism should be established to compensate for some individuals who suffer losses because of public preference.It can remove barriers for the Public Preference to eliminate the public paradox.The feasibility can be realized by the applying of public preference,such as assisting in public decision-making,supervision and evaluation of public management activities,leading individuals to establish public values.
