Population aging has become an inevitable challenge of the vast majority of countries throughout the world in social economy development proceeding. As the UN proposes, when a nation's population of the elder at the age above 65 exceeds 7% of its total population, the nation has entered aging society. In accordance with the relevant regulations of UN,China has entered aging society at the end of 20 th century. As the results figured out by china national bureau of statistics indicates,China's population of the elder at the age above 65 has reached 144 million taking up 10.47% of total population.Population aging can be seen as achievements attributed to medical technology and social development, but it has also created a series of challenges for society at the same time.It is estimated that China will be confronted with the challenge of balance between supply and demand in labor market in 40 years' time. The labor population of China has been on a slow downward trend from 2012 and this trend will last until 2020,but from then on,China's labor population will sharply drop, which will lead to a decline by more than 20% of labor population from the peak of 900 million to 700 million during 40 years(2011-2050)thereby directly breaking the balance between supply and demand in labor market. With the accelerating population aging and growing population of the retired, tremendous pressure has been piled on public medical sanitary, social security, social stability, economic development and other aspects. For this reason, how to improve the elder's physical and mental health and the degree of social participation to realize 'productive aging' has already been an urgent issue to be solved. Therefore, building up a positive retirement view and encouraging the elder to devote their remaining years to 'productive aging' can to some extend ease the tension caused by population aging and transform the pressure of population aging into sustainable incentives to make contributions to overall construction of a well-off society and nation's bright prospect on the road to revival. The main theories involved in this paper include Maslow's hierarchy of needs, activity theory, sociology of age stratification, sustainable development theory and Human Capital Management.Bibliographic reading and questionnaire investigation are adopted as research methods in which the Bibliographic reading can collect relevant materials by bibliographic retrieval and bibliographic analysis and questionnaire investigation can collect relevant statistics to analyze the research objects for measures and solutions. This paper, taking UESTC(short for University of electronic science and technology of China)as an example, through an investigation of current situations on 'productive aging',summarizes the restrictive factors of the retired in common institutions as the lack of employment platform for the retired, the narrowness of information-acquiring channels, the insufficiency of emphasis on 'productive aging' and the existing stereotype of the elder on the way to realize 'productive aging'.some active measures can be consequently come up with in accordance with four levels of government, unit, society and individuals for realizing 'productive aging',including construction of platforms for 'productive aging' and human resources database of the elder, improving the power on publicity for 'productive aging' and making efforts to remove the existing stereotype of the elder so as to propose a exploring space for 'productive aging' to continue to improve.
