Along with the fast development of market economy in recent years,more and more problems also highlights from it,such as social public opinion is widely discussed in recent years,the town of larger gap between countryside and rural economic development speed is too slow,the ecological environment quality is deteriorating year by year,the country in order to make these problems can be effectively solved,to formulate the corresponding development plan.The concept of "beautiful China" was first put forward in the report of the 18 th National Congress of the Communist Party of China.In order to correspond with it,the "five-in-one" construction framework was put forward at the same time.After laying these foundations,the first document of 2013 officially took "building a beautiful countryside" as its goal.The proposal of this innovative concept also injected fresh blood into the formulation of relevant agricultural support policies in China and clarified the new development direction.For a long time,the issue of "agriculture,rural areas and farmers" has been a topic of discussion closely related to the stability of China's society.The construction of beautiful countryside should always adhere to the basic principles of people-oriented and sustainable development,so that every region and every ethnic group can participate in the construction of beautiful countryside.Since 2013,in jiangxi province for the local government attaches great importance to the construction of the beautiful countryside,publish relevant policy support for construction,in the government's policy support,the beauty of the rural construction in jiangxi province has made some progress,but because there exist certain differences between village and village,it also makes the development and construction in different parts of the situation is different.At present,the construction of beautiful countryside is still in the preliminary exploration stage,and the actual development level of different regions is not the same.The research object of this article selected for ZCL in X county,jiangxi province,the hope can through to the beauty of X county ZCL rural construction situation,to analyze the X county ZCL village beauty presented by the characteristic in the process of rural construction,and stand out,so that they can for the local and specific conditions are similar to other parts of the rural road construction to provide the reference.This article USES the research methods mainly include analysis of related literature,analyze the specific case,at the same time of X county ZCL village in beautiful rural construction since the basic development situation and the related data ofhierarchy analysis,so as to build a beautiful performance evaluation system of rural construction,including project the initial project,to project investment,project for output,as well as the project meet four aspects of the first-level indicators,As well as the initial project approval,specific investment of funds,relevant systems that can provide security,economic construction,the specific environment suitable for the population to live in,residents' satisfaction with the implementation effect of the project and other seven secondary indicators,and then the seven secondary indicators were decomposed to obtain 21 tertiary indicators.Found through the analysis of these indexes system,one of the most important indicators,the first project is the project first,then the project's specific investment,the final output,residents satisfaction for the purpose,in the analysis of the results with the performance appraisal of X county ZCL village beautiful country after comparing with the results finally,the feasibility of this method is verified,which based on the index weight degree of Angle,the X county beautiful rural construction in the future planning of countermeasures,including scientific project,actively widen the channel of the funds integration,to grasp the expected output,Strive to improve residents' satisfaction with the implementation of the project.Through the research of this paper,the author has some ideas about the performance evaluation framework and improvement approaches for the construction of beautiful countryside.On the one hand,it enriches the existing theories related to the construction of new countryside and increases the theoretical achievements related to the construction of new countryside.On the other hand,it is conducive to improving the availability of decision making in beautiful rural construction in X County,adding new successful results in the practice of beautiful rural construction,and providing a feasible reference for other regions with the same situation in China.
