Study On The Community Participation Degree During The Election Of Residents' Committee

Since China's reform and opening up,China's urban residents' committees members are elected by street agency appointment,and began to carry out the direct election of residents' committees in the 1990 s.After decades of development,the elections of residents' committees vigorously promote the development of grassroots democracy in China.But election of our country residents' committees still exist many problems at present,and there are also many factors that can affect the elections of residents' committees.If there is the unchecked development,these factors will influence the development of the urban residents' committees and the development of democracy at the grassroots level.Through the research of the election of the residents' committees of Hexi district in Tianjin,this article discusses and analyzes the participation of stakeholders of the election of the residents' committees,such as indifference of the electors,the default of the candidates,the form of the election and the control the election process determined by the government.This article analyzes the reasons of these problems--government had to control committee election and the indifference of the voters and candidates for their own interests.At last,this article proposes some advice.First,draw lessons from foreign advanced experience.Second,relevant legal system construction should be improved.Third,the government should give the rights of the election to the residents' committees.Fourth,government should encourage the residents to actively participate in the election.This problem should be solved step by step to achieve the comprehensive efficiency of the general election of residents' committees and promote the development of democracy at the grassroots level and improve our country.
