Study On Residents' Participation In Community Management In Chengguan District Of Lhasa City

Since China’s reform and opening up, China’s economic and social development, transformation and social structure are also associated with significant change. Previous unit as the main production, the life of the organization’s "unit person" to "social people" gradually shift, originally belonging to the unit most of the responsibilities are back to the community residents, so residents in the community of all tasks and responsibility is more and more, its level of management directly affects the quality of people’s life. The current our country in the early stages of community residents to participate in community management, all kinds of contradictions and problems continuously emerging. In transition period, exploring how to enhance residents participation in community autonomy and motivation, for sustainable sound development community has great practical significance.This paper on the relevant theories of community governance and residents participation was analyzed, then has investigated the Lhasa city residents to participate in, the research method adopted questionnaire survey and interviews, the combination of a more comprehensive and accurate understanding of the data to the present situation of the participation of community residents in Lhasa. Then using statistical description and comparative analysis method, made a correlation analysis of existing residents participation. Survey found that the Lhasa urban grid management and "double partnerships" service management mode has made certain achievements, to safeguard the enthusiasm and initiative of community residents to participate in community management. In 100 community residents surveyed, 88% of the residents have participated in community management activities, especially the elderly local residents in the majority; Community residents who participate in community activities give priority to with community political activities and entertainment activities. However we see the results; we also found that there also exist quite a few problems of community management, community residents to participate in the main body on the imbalance and less young people to participate in; the whole community remains to be further expanded; Because of the community management subjects’ efforts in publicity and community management is limited; the channels to residents impeded, cause the information asymmetry, and make the residents in community affairs not scope widely, participation degree is not enough in-depth, and community management overall level is not high.Through the analysis of the questionnaire, and combined with field visits, the author found that the causes of these problems, have the following points: one is the concept of residents differences, personal quality is uneven, makes the whole resident participation vary widely, directly affects the degree of residents to participate in the community; the other one is that the community management organization can’t do in advocacy group diversification, combined with the community funds is limited, can’t meet the needs of various single repetitive activities, and thus cannot effectively arouse the enthusiasm of the residents and recognition.To solve above problems, combining with local in Lhasa and absorb excellent community advanced measures at home and abroad, this paper puts forward the following advice: one is to improve the quality of the community as a whole, the residents’ awareness of community participation, establish relevant interests mechanism, effectively arouse the enthusiasm of the residents; secondly, form a complete set of community management system should be improved and the accumulation of social capital, broadening the channels for community residents to participate in, meet the demand of diversification, and enhance residents’ community sense of belonging and identity.The participation of community residents in Lhasa and even across the country are at an early stage of development, this paper hopes to through analyzing community residents participation in Lhasa, find problems in the process of community management and development, then put forward some suggestions which may provide beneficial reference to Lhasa, Tibet, or local community residents to participate in other areas.
