The Study Of Political Mobilization In Dealing With Natural Disasters

Political mobilization has deep origins in our country. It is a political advantage to the Chinese Communist Party and the government, and it can not be ignored in the process of political development. Political mobilization has been used actively by the Chinese Communist Party and has shown a great advantage both in the establishment and development of the Communist Party and during the ruling time when the Communist party become a ruling party.In today's building socialism with Chinese characteristics , kinds of contradictions exist at the same time, and may intensifying each other under certain conditions, mass incidents, natural disasters and other public crisis occur frequently, appropriate political mobilization is still essential.Facing unexpected natural disasters,the government must control and overcome the disasters at the fastest speed,to protect people's life,property and safeguard the social stability.Response to the natural disasters and other crises,the government plays a leading role inevitably,but only the government's power is not enough,it also need the participation and support of social forces.For active participation of social forces,the government must carry out political mobilization extensively and deeply. Active and effective political mobilization, is conducive to face and overcome the crisis quickly, maintain the central authority, reduce the cost of government in handing the crisis,enhance national cohesion and build a harmonious society.This thesis takes political mobilization theory and crisis management theory as analyse tools,from the start of the definition of political mobilization,takes the Wenchuan Earthquake as an example which is one typical natural disaster to study.Firstly makes a detailed analysis of the characteristics of political mobilization after the Wenchuan Earthquake,and then find that some problems of the political mobilization in the Wenchuan Earthquake,such as the lake of rule of law,inappropriate media publicity, unsound communication mechanism and incentive mechanism and so on. Finally, put forward several measures on how to improve political mobilization for the existing problems,such as improving laws and regulations, establishing effective communication mechanism and incentive mechanism, drawing on useful experience of foreign countries, strengthening international cooperation and so on.The event of Natural disasters is one kind of crisis, it occur frequently. To improve our party and the government's ability of public crisis management at present, we need to further improve the theory and practice of Chinese political mobilization.
