Studies On The Practice Of Grassroots Deliberative Democracy In Urban Community Take Community A In Chengdu As An Example

Deliberative democracy emphasizes freedom and equality,through consensus discussions,in political life or public decision-making to reach a consensus,to achieve a balance between the needs of the main interests of the parties,to promote the democratization is the spirit of civic and other values.The scope of application in China is very wide,the current political,economic,cultural and social activities in China to a large extent affected by the impact of democracy.After 90 years of exploration and development,the Chinese characteristics of deliberative democracy based on the results of Chinese Marxism theory,combined with the grassroots social reality,large areas to promote the construction of consultation and democracy.Compared with the Western consultation and democracy,the Chinese characteristics of deliberative democracy in the scope of practice,participation in the main form of consultation and other aspects of a clear advantage,especially grassroots consultation democracy in the rise and development of urban and rural areas,and promote the continuous improvement of China's deliberative democracy and progress.Grassroots consultation democracy has a wide coverage,participation in the main body of the huge natural advantages,to improve the enthusiasm of the participants involved,to promote the expression of the main participants to achieve balanced interests to grass-roots social issues as the starting point,to play a democratic advantage,thus speeding up the process of democracy.This paper takes the investigation of democratic practice in Chengdu A community as an example,and analyzes the achievements in the development of urban grassroots and the existence of some problems.The main problems are government and community autonomy organizations,the division of powers and responsibilities is unknown,the consultation process of administrative tendencies obvious,lack of consultation procedures,consultation and democratic supervision to be strengthened,weak awareness of citizen participation,participation in the main quality of uneven and so on.In the face of these problems,this paper analyzes its causes and puts forward some thoughts on the further development of grassroots consultation democracy in urban communities.In the top-level system design level,a clear division of business affairs,decentralization of government power,standardize the management of community self-government organizations,and gradually improve the construction of consultation and democratic system.In the main body of the consultation level,to enhance the political quality of citizens,cultivate the development of consultation consciousness,improve the enthusiasm of consultation and enhance the ability to participate in consultation,at the same time,for social organizations and other individuals to provide smooth channels of consultation to achieve consultation with the main diversification.In addition,we must pay attention to strengthen the consultation and democratic supervision,innovation and consultation to achieve the form of democracy,smooth consultation and other channels of participation.All in all,the development of grassroots consultation democracy is not an overnight process,perfect the construction of consultation and democratic system,improve the enthusiasm of citizens to participate in consultation and cultivate the social consultation culture so that the real realization of socialist democracy is our long-term burden.
