With the deepening understanding of development issues, the development between social development and urban community development gradually draws more attention of human beings. With the increasing decline of urban unit system and the development of socialist market economic, urban communities increasingly become an important part for democratic construction. As a result, urban self-government has become the highlight of the development of grassroots democracy, and community self-government as a direct reflection of urban autonomy has won a good opportunity for development. In recent years, with changes of urban economy and social structure, grass-roots government, based on requirements of higher level government, or based on needs of strengthening urban management and other factors, has carried out practices of community self-government, and has made a lot of progress in Beijing, Shanghai, Nanjing and other cities. However, it also encountered many problems. Methods for solving these problems relates to the vital interests of urban residents and the development of grassroots democracy in China.In view of this, this paper, taking China's booming urban communities autonomy as background, beginning from the basic theories of urban community autonomy, taking practice of urban community autonomy of the original Xicheng District of Beijing, Pudong New District of Shanghai, Shenyang, Baixia District of Nanjing and other places as study object, integrated uses of literature, history test, comparative analysis, combining the basic theory of constitutional law, analysis the typical mode of urban communities to explore the problems of urban community autonomy, puts forward some thinking and countermeasures to further promote the development of urban community autonomy.Based on the above background, purpose and main content, this paper is divided into four chapters. ChapterⅠstarts from the Urban Community Theory, focuses on the basic concept of urban community autonomy, the comparison of urban community autonomy and the Village autonomy , and the development of urban community autonomy, sorts out the basic theory of urban community autonomy and the development context of self-government and autonomy in urban communities. ChapterⅡmainly introduces modes of urban community autonomy the original Xicheng District of Beijing, Pudong New District of Shanghai, Shenyang, Baixia District of Nanjing, analysis some innovations of the work of community self-government in those four cities, and together with chapterⅠ, works to lay the foundation for further expansion of the paper. Chapter III, with the theory and practice of urban community autonomy in the first two chapters, analysis the reason of obstacle problems encountered in the practice of urban community autonomy from the legal basis of urban community autonomy, the position of grass-roots government in the urban community autonomy, the participation in the urban community autonomy of city residents, the development of autonomous organizations of civil community, community elections five aspects respectively. ChapterⅣ,for five problems raised in Chapter III, with the current practice of urban community autonomy in China, puts forward thinking and corresponding countermeasures.
