As two important members in the multipolar pattern,the bilateral relationship between Russia and the European Union is a very important international relationship in the world today.During the Cold War,the capitalist camp led by the United States and the socialist camp headed by the Soviet Union confronted each other and the relationship between Soviet Union and the major European countries was hostile.After the collapse of the Soviet Union and the end of the Cold War,the former Soviet Union's largest republic Russia gained independence,the European Union was formally established on November 1,1993,the European continent's geopolitical pattern had changed dramatically.Driven by the trend of economic globalization,Russia and the EU welcomed the opportunity to improve bilateral relations.Although there were still a series of differences and even contradictions between the two sides,Russia and the EU still firmly grasped this rare historical opportunity to improve the relationship between them.Russia and the EU signed the Partnership and Cooperation Agreement on June 24,1994.Since the agreement came into force in 1997,the two sides held a number of rounds of summit conferences,and these had promoted the understanding of each other's positions.Through joint efforts,Russia and the EU have established comprehensive cooperative relations in the fields of economy,politics and security.Since 1990 s,Russia-EU relations have been developing along the track of overcoming friction and expanding cooperation.Since 2000,with the recovery of the Russian economy and the enhancement of comprehensive national strength,the relationship between the two sides has entered a new stage.Facing the domestic economic dilemma and Russian coercion,there was no choice for the Ukrainian government but to make the difficult decision to suspend the Association Agreement with the European Union on November 21,2013.The moment the news came out,it caused a great disturbance immediately.Pro-Europeans flocked to the streets and held a massive demonstration.They called for a new presidential election and hoped to set up a new government of pro-Western.On February 22,2014,the Ukrainian parliament deposed president Yanukovich and announced the presidential election on May 25 th.Subsequently,Crimea declared independence and joined Russia,Donetsk and Luhansk Oblast announced the establishment of an independent sovereign state,the Ukrainian government and the rebels were in melee,the United States and the European Union launched a series of sanctions against Russia.So far,the Ukraine crisis has evolved from the domestic disturbance to a strategic game among Russia,the United States and the European Union,and it led to the deterioration of the relationship among them.After the outbreak of the Ukraine crisis,the rivalry between Russia and the EU suddenly increased,the further deterioration of the Russian geopolitical environment,the different development goals of Russia and the European Union and the serious lack of strategic mutual trust are factors restricting the normal and stable development of the future relations between Russia and the EU.In addition,the EU member states' different attitudes to Russia and the American factor increase the uncertainty of future relations between Russia and the EU.Due to both sides share common interests in many aspects and the growing interdependence,although there are disputes,never out of the main theme of cooperation,the future relations between Russia and the EU can maintain a relatively stable development trend.But the complete recovery of the relationship between the two sides will take time.Therefore,it is still the best choice for Russia and the European Union to treat each other's development rationally,respect each other's core interests,eliminate other interference,enhance strategic mutual trust and deal with bilateral relations through cooperation and dialogue.
