Putin Administration's policy towards Ukraine after the Ukraine crisis is an important policy research topic.From the perspective of Russia,Ukraine is the traditional geopolitical sphere of Russia,and the integration of Ukraine into its leading European and Asian integration is an important support for the rise of a great power.After the Ukraine Crisis,the geopolitics of Europe showed a new pattern.The relationship between Russia and Ukraine moved from the possible ‘economic alliance' to confrontation.The Russia-US relations moved from restart and rewarming in the Medvedev Administration to the rivalry in Putin Administration.The EU-Russia relations also became irreconcilable and lost mutual trust.The Putin Administration did not compromise with the economic sanctions of the European and American countries,but rather shocked the parties by adopting a tough and aggressive policy.Meanwhile,the sanctions of all sides led the Putin Administration to be isolated.Why is Putin so tough on the Ukraine crisis? What are the dimensions of the policy implementation of the Putin Administration? With the development of Ukraine crisis,what are the policy adjustments and influences of the Putin Administration? This article,through the definition of foreign policy and other related concepts,and the analysis of literature review,discusses the Putin Administration's objectives,means,process,adjustment and dimensions of the implementation of the policy toward Ukraine,and evaluates the effectiveness and negative effects of the Putin Administration toward Ukraine.The thesis is divided into five chapters.The first chapter is about the strategic environment of Putin Administration's policy towards Ukraine.Strategic environment is a specific space-time environment in which a country enacts and implements its foreign policy,and is an important external factor affecting the foreign policy of a country.In view of the Ukraine crisis,the Putin Administration's policy towards Ukraine involves the new characteristics of the strategic environment in Europe.Therefore,the author analyzes Putin's strategic environment of Crimea from two aspects: the new characteristics of European geopolitics and the policies of western countries towards Russia.After the return of Crimea,the new strategic features of Europe,such as the Ukrainian Russian game,the US Russia confrontation,Russia Europe disharmony and Russia's isolation,are new strategic patterns.The second chapter is about Putin Administration's goals and measures for Ukraine policy.The policy goal is the desired effect of a certain national government's foreign policy,and the policy means is the use of power resources by a government.These two factors are domestic factors that influence a country's foreign policy.The Putin Administration covers three aspects of the policy objectives of the Ukrainian policy,which include the security of the Ukrainian political partner in Russia,the economic rejuvenation of the Ukrainian economy,and the political making of the Ukraine as an important supporter and participant in the Eurasian Economic Union.In the aspect of policy and means,the author first analyzes the Putin government's basis for the policy of Ukrainian policy,that is,the power resources that the Putin government can apply to the policy of Ukraine,and then discusses the choice of the four means for the policy.The political Putin Administration uses the internal dispute over Ukraine to control the policy,and the economic use of natural gas resources to Ukraine.Pressure and safety cooperation will affect Ukraine's policy.The third chapter is the implementation process of Putin Administration's policy towards Ukraine.This chapter explores the main contents of Putin Administration's Ukraine from a time perspective.It is found from the research that the implementation process of policy is not static,but can be roughly divided into four stages: formation,adjustment,regression and reinforcement.The Putin Administration's policy towards Ukraine was initially formed before 2013.The Putin Administration reconsidered and evaluated the Ukrainian policy.In 2013,taking the Crimean crisis as an opportunity,Putin's Administration policy towards Ukraine shifted to Russia's leading Eurasian Economic Alliance.Since the 2014,the Putin Administration has returned and strengthened the policy of Ukraine,and the Putin Administration has begun to adjust its pressure on the political,economic and security aspects of the Ukraine,as well as the use of favorable conditions to attract it.The fourth chapter is the implementation dimension of Putin Administration's policy towards Ukraine.This chapter mainly discusses the main contents of Putin Administration's policy towards Ukraine from the perspective of space.The implementation dimension is launched from four levels,namely,the global level,the regional level,the bilateral level and the unilateral level.Specifically,the global level mainly discussed the application of multilateralism in Putin Administration's policy towards Ukraine.At the regional level,the Putin Administration's new measures to deal with the Ukraine crisis are explained from the perspective of strengthening the extension and deterrence,coping with the threat of Ukraine and promoting the upgrading of the alliance.On the bilateral level,we discussed Putin Administration's policy interaction with the US.On the unilateral level,the Putin Administration strengthened its policy on Ukraine by strengthening its own military force,strengthening unilateral economic sanctions,promoting the peaceful evolution of the Ukraine crisis and strategically carrying out bilateral diplomacy.The fifth chapter is Putin Administration's international political evaluation of Ukraine policy.This chapter focuses on the results of Putin Administration's policy towards Ukraine.It not only analyzes its effectiveness,but also points out its impact.Through the assessment,it is found that although the western countries face the western sanctions,the domestic people have supported the Putin Administration's policy on Ukraine,and the West's goal of weakening Russia has not been reached.Western sanctions provide new opportunities and space for Russia's foreign trade and economic layout.However,the Putin Administration has also had a negative impact due to its policy toward Ukraine.The relationship between Russia and Ukraine is broken,and the relations with Europe and the United States are confronting,and the sanctions of western countries have brought a great impact on Russia,and the strategic objective of building European and Asian integration relying on Ukraine is seriously hindered.Finally,we summarize the viewpoints of the paper.
